Mr. Peterson brought up an issue of a lot on the east that is heavily wooded. Virtually all those <br />trees would be gone if they cut their way through for development. He suggested if the road to <br />the north was between lots 1 and 2, it would be less destructive. He stated it would be best to go <br />through the land that is owned by the people in Arizona. <br /> <br />Debra Landwehr, 5821 158th Avenue, Ramsey, questioned the plans for green space. She was <br />also inquiring about the timeline. <br /> <br />Mr. Peterson responded it would be extremely difficult to predict the timeline. He said if he <br />were to guess a timeframe for these 13 lots, it should be no more than a year. However, a <br />depression could stretch it out for years. <br /> <br />Mr. Peterson stated he would like to discuss the possibility of a temporary easement from the <br />property owner, which would be used for a turnaround for emergency equipment and snowplow <br />equipment this winter. Trees will need to be removed for this. <br /> <br />Commissioner Kociscak asked how the MUSA extension would be paid. <br /> <br />Community Development Director Frolik responded the developer would pay for the pipe. <br /> <br />Chairperson Nixt raised the issue of the cost of the Met Council's involvement. <br /> <br />Community Development Director Frolik replied the applicant would pay that fee also. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Reeve, to recommend that City <br />Council adopt Findings of Fact favorable to the applicant relating to a request from Jacob and <br />Therese Barthold and Oakwood Land Development to rezone certain property in Section 14 from <br />R-1 Rural Residential to R~I Urban Residential and contingent upon verification of legal <br />description and property size. <br /> <br />Further discussion: Chairperson Nixt inquired whether the legal description of the property <br />includes the trapezoidal parcel adjacent to T.H. 47 and if not, it may have to be redrawn. <br />Chairperson Nixt stated that as long as the legal descriptions are accurate, the only issue under <br />discussion is the zoning change. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Reeve, Kociscak, and Watson. <br />Voting No: None.
