Principal Planner Trudgeon stated that the City received an application from Lord of Life Church <br />to change the land use designation from Commercial and Medium Density Residential to High <br />Density Residential. The comprehensive amendment, coupled with their rezoning request, would <br />allow the applicant to construct two 47-unit senior apartment buildings. As the March 2001 <br />Draft of the Comprehensive Plan has not been adopted at this time, it is necessary that a <br />comprehensive plan amendment of the 1995 version be approved by the City Council and <br />Metropolitan Council. City Staff recommends approval of the Minor Comprehensive Plan <br />Amendment. <br /> <br />Commission Business <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Watson, to recommend that the City <br />Council adopt the resolution authorizing staff to submit the Minor Comprehensive Plan <br />Amendment to Metropolitan Council. <br /> <br />Motion Carried. Absent: Commissioners Johnson and Sweet. <br /> <br />PLANNING COMMISSION BUSINESS <br /> <br />Case #10: <br /> <br />Request for Sketch Plan Review of Lord of Life Church Property; Case of <br />Lord of I,'~fe Church <br /> <br />Principal Planner Patrick Trudgeon stated that the City received an application from the Lord of <br />Life Church for sketch plan approval for a minor subdivision to resubdivide several parcels that <br />they own into three parcels. One parcel will contain the church, one parcel is proposed to be <br />developed with two 47-unit senior apartment buildings, and a third parcel is proposed to <br />eventually contain a cemetery. City Staff recommends sketch plan approval. <br /> <br />Commission Business <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Watson, to recommend that the City <br />Council approve the final plat of the Lord of Life development and direct applicant to move to <br />final plat. <br /> <br />Further discussion: Commissioner Reeve expressed his opinion that he didn't approve of the road <br />and parking lot where they are shown, but these are considerations for the site plan. He added <br />that he would like to be assured that the church would work with the neighbors in this case. <br />Commissioner Watson shared Commissioner Reeve's concern regarding the road.
