Principal Planner Trudgeon stated that the City received an application from Lord of Life Church
to change the land use designation from Commercial and Medium Density Residential to High
Density Residential. The comprehensive amendment, coupled with their rezoning request, would
allow the applicant to construct two 47-unit senior apartment buildings. As the March 2001
Draft of the Comprehensive Plan has not been adopted at this time, it is necessary that a
comprehensive plan amendment of the 1995 version be approved by the City Council and
Metropolitan Council. City Staff recommends approval of the Minor Comprehensive Plan
Amendment.

Commission Business

Motion by Chairperson Nixt, seconded by Commissioner Watson, to recommend that the City
Council adopt the resolution authorizing staff to submit the Minor Comprehensive Plan
Amendment to Metropolitan Council.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioner Watson, and Reeve. Voting No:
Commissioner Kociscak. Absent: Commissioners Johnson and Sweet.

PLANNING COMMISSION BUSINESS

Case #10:

Request for Sketch Plan Review of Lord of Life Church Property; Case of
Lord of I,'~fe Church

Principal Planner Patrick Trudgeon stated that the City received an application from the Lord of
Life Church for sketch plan approval for a minor subdivision to resubdivide several parcels that
they own into three parcels. One parcel will contain the church, one parcel is proposed to be
developed with two 47-unit senior apartment buildings, and a third parcel is proposed to
eventually contain a cemetery. City Staff recommends sketch plan approval.

Commission Business

Motion by Chairperson Nixt, seconded by Commissioner Watson, to recommend that the City
Council approve the final plat of the Lord of Life development and direct applicant to move to
final plat.

Further discussion: Commissioner Reeve expressed his opinion that he didn't approve of the road
and parking lot where they are shown, but these are considerations for the site plan. He added
that he would like to be assured that the church would work with the neighbors in this case.
Commissioner Watson shared Commissioner Reeve's concern regarding the road. Community
Development Director Frolik noted this case is only for separating the parcel into three lots and
does not affect the site plan or roads at this point.

Planning Commission/September 10, 2001
