Chairperson Nixt questioned what the timeframe is anticipated to be between the building of <br />phases. <br /> <br />Mr. Ketterman answered that is a function of sales. The loan is obtained based on the number of <br />people buying shares. He said that assuming there is a continuation of high demand, he <br />anticipates the timeframe would be a year. They plan on marketing this fall and commencing <br />construction early next summer. <br /> <br />Chairperson Nixt stated he would like to explore the option of directing the Council to consider <br />flipping the order of the phases to be built. <br /> <br />Mr. Nelson said he would take that idea back to the church board and Pastor Blair. <br /> <br />Principal Planner Trudgeon noted that a new site plan would need to be submitted. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Reeve to recommend that the City <br />Council adopt the Findings of Fact favorable to the applicant relating to a request to rezone land <br />to be described as Lot 2, Block 1, Lord of Life from B-1 Business and R-3U Residential to <br />Multiple Residential. <br /> <br />Further discussion: Commissioner Kociscak explained he is sympathetic to the neighbors. He <br />said they had no expectation that there would be a road 20 feet from their property when they <br />moved in. Chairperson Nixt commented that the church would be requested to work with the <br />neighborhood group. Mr. Nelson said there is room for consideration of screening or buffering. <br />Commissioner Watson expressed his concern regarding voting for the zoning and the project <br />moving through the process from then on. He would like to see something different before <br />voting on a sketch plan. Commissioner Kociscak stated he would not disapprove if the road <br />went through the Katnis property. He said he wants to be careful, since he only has one vote. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Reeve and Watson. Voting No: <br />Commissioner Kociscak. Absent: Commissioners Johnson and Sweet. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Reeve, to recommend that City <br />Council approve the request to rezone land to be described as Lot 2, Block 1, Lord of Life from <br />B-1 Business and R-3U Residential to Multiple Residential, based on the findings of facts and <br />conditioned upon the Comprehensive Plan Amendment. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Reeve and Watson. Voting No: <br />Commissioner Kociscak.
