Motion by Chairperson Nixt, seconded by Commissioner Kociscak, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Kociscak, Reeve, and Watson. <br />Voting No: None. Absent: Commissioners Johnson and Sweet. <br /> <br />The public hearing closed at 9:56 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 9:56 <br />p.m. <br /> <br />Chairperson Nixt invited representatives from Lord of Life church to give their input. <br /> <br />Dave Ketterman, said he was working with Lord of Life on this project. He works with senior <br />housing and admitted he is biased. He explained he lives in St. Paul and his home in St. Paul <br />abuts a 200 unit multiple family development. <br /> <br />Mr. Ketterman commented that most of the people living in the senior apartments will not want <br />to drive at night. Visitors would likely visit during the weekend. Underground parking is a <br />much discussed item in the beginning, though after three or four years, many residents sell their <br />cars and they try to lease their garages. Mr. Ketterman stated that regarding trees, there is no <br />intent to destroy trees or have issues with play space for kids. By default, the road does end up <br />being a public road. He said he would like to see' an access to T.H. #47, but the highway <br />department said that could not be done. The goal is to establish a community where those that <br />live there have benefits of home ownership, allows them to have tax advantages, gives them <br />freedom from responsibility, and provides security. He explained that this security sometimes <br />means knowing people are next door when you are in a rural area. <br /> <br />Woody Nelson stated that more senior housing is needed in the area. There has been a <br />phenomenal response already from people in the community to move their parents here. <br /> <br />Commissioner Kociscak questioned whether the south building could be built first. <br /> <br />Mr. Ketterman responded there is probably not a major issue other than sewer and water is built <br />in, and the fact that a completed building closer to the highway would be a promotional issue. <br /> <br />Commissioner Kociscak asked if the Katnis property were available, could there be a possibility <br />the road could go through that property and block off Fluorine Street. <br /> <br />Mr. Ketterman acknowledged it could be, but that is a number of years from now when that <br />property is developed, and it could change. <br /> <br />Planning Commission/September 10, 2001 <br /> Page 17 of 24 <br /> <br /> <br />
