Voting No: None. <br /> <br />Case #5: Request for a Comprehensive Plan Amendment; Case of Chris Bulow <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 8:30 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 8:30 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik summarized the case of Chris Bulow of Bulow, Inc. <br />He has submitted an application for a rezoning which requires a comprehensive plan amendment <br />to change the land use designation for the property. He would like to change the land use <br />designation from commercial to high density residential. <br /> <br />Citizen Input <br /> <br />Commissioner Johnson felt this was a reasonable use of land. He said this is a relatively unusual <br />situation where there are some heavy commercial uses that are up against residential with no <br />transition. This would serve as a good transition. He said it was reasonable to respect the <br />concerns of the single family neighborhood and put something in that area that is <br />accommodating to them. <br /> <br />Chairperson Nixt presented his view that he is not in favor of this development. He pointed out <br />that existing residential lots are deep. This is a half-acre lot in a fairly sizeable residential <br />neighborhood. It is currently zoned commercial and .the Comprehensive Plan draft has it as <br />commercial. There are some safety issues. <br /> <br />Community Development Director Frolik passed out copies of a memorandum from the DNR. <br /> <br />The memo was from the Department of Natural Resources, dated September 30, 2001, from <br />Sandy Fecht, Critical Area/MNRRA Hydrologist. <br /> <br />Community Development Director Frolik summarized the memo reiterated performance <br />standards that would be placed on the property. <br /> <br />Chairperson Nixt acknowledged that Blue Line Collision Center voiced their opinion to him that <br />they are opposed to this development. <br /> <br />Planning Commission/October 4, 2001 <br /> Page 11 of 16 <br /> <br /> <br />
