Commissioner Johnson stated if this property were zoned commercial, the traffic would be less <br />than if it were residential. <br /> <br />Mr. Bulow explained this development would screen the printing business and Volkswagon <br />business for many residences. <br /> <br />Chairperson Nixt countered that any development would serve as a screen. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Reeve, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Reeve, Kociscak, <br />Sweet, and Watson. Voting No: None. <br /> <br />The public hearing closed at 8:43 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 8:43 <br />p.m. <br /> <br />Commissioner Johnson stated he thought it was a mistake to put single family residential on the <br />river. Creating the commercial zone across the street was also a mistake. He didn't think <br />residential should be against commercial properties. <br /> <br />Mr. Bulow stated he invited the business owners to the meeting he held. The Volkswagon <br />dealership owners were the only business people that came. The owner seemed to be in favor of <br />this development at the meeting, although the owner did co-sign on a letter opposing the project. <br />Mr. Bulow stated the main concern of the business owners was the possibility of vandalism. <br /> <br />Community Development Director Frolik distributed copies of a letter received from Grosslein <br />Beverage, Inc., signed by A.E. (Duke) Grosslein. The letter was dated September 27, 2001. <br /> <br />Motion by Commissioner Johnson to recommend that the City Council adopt the resolution <br />authorizing staff to submit the Comprehensive Plan Amendment to Metropolitan Council. <br /> <br />Motion died for lack of a second. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Reeve, to recommend that the City <br />Council deny the request from Chris Bulow for a comprehensive plan amendment to change the <br />land use on the subject property from commercial to high density residential because it conflicts <br />with the current comprehensive plan, the draft comprehensive plan, the draft concept plan for the <br />Hwy. #10 corridor, and approving a land use change prior to development of an acceptable site <br />plan is not permitted in the Planned Unit Section of City Code. <br /> <br />Planning Commission/October 4, 2001 <br /> Page 12 of 16 <br /> <br /> <br />
