the City Council Public Works committee meeting on August 21, 2001. The consensus of the
Public Works committee was that the main road through the development absolutely needs to be
public and built to City standards. There was some discussion on allowing the use of "street-
like" driveways for townhome development. Other issues such as maintenance, police
protection, setbacks, and performance standards were discussed. The Public Works Committee
recommended that the issue be brought to the Planning Cormnission for a recommendation on
their use.

Chairperson Nixt inquired whether the Police Chief gave feedback. Lord of Life Church is
proposing to have a private street, which could be the longest private street in the City.
Chairperson Nixt suggested the City have standards for private streets.

Commissioner Johnson concurred. He felt that maintaining a public access easement over
private streets is important to get away from closed community issues. He said he wasn't as
concerned about the width of right of ways, as he would be about snow throwing distance.

City Engineer Jankowski stated that 10 to 15 feet behind the curb is what is required for snow
storage. He added that this is one of the major concerns in having private streets maintained by
the City. If the main streets through a townhouse development are public, he asked if the
setbacks on the private streets could be reduced. This would encourage the developers to provide
that public street spine and get the density they need.

Case #10 Amended and Restated Development Program for Development District

Community Development Assistant Wald stated that' interest in developing land in western
Ramsey has been growing over the past few years. It is important to make more development
tools available to the city for development in this area. Several businesses have expressed
interest in redeveloping and building new facilities along Highway 10 in the next few years. The
development that would take place would be eligible for Tax Increment Financing assistance by
the City. State law requires that the Development District boundaries be amended if Tax
Increment Financing is to be used to facilitate development. The expansion of Development
District No. 1 is necessary to facilitate growth and' redevelopment along the Highway 10
corridor. Tax Increment Financing is an important tool to help facilitate growth and
redevelopment. In order to make this financing tool available for redevelopment State Law
requires that the boundary of Development District No. 1 be amended to include parcels that
could receive assistance. City Staff is recommending approval of the Amended and Restated
Development Program for Development District No. 1 and to adopt the attached resolution.

Commissioner Watson pointed out the incorrect date is listed in the first paragraph of the
Resolution.

Motion by Commissioner Johnson, seconded by Commissioner Watson, to adopt the resolution
modifying Development District No. 1 with the corrected date in the first paragraph.

Planning Commission/OCtober 4, 2001
