Motion by Johnson, seconded by Commissioner Sweet, to approve the proposed site plan and <br />direct staff to contact Hakanson Anderson to proceed to the preliminary plat stage. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Sweet, Kociscak, <br />Reeve, and Watson. Voting No: None. <br /> <br />Case #8: Request Site Plan approval; Case of Star Exhibits <br /> <br />Community Development Assistant Wald explained that Star Exhibits is a company that <br />currently operates in Brooklyn Park. They have outgrown their current facility and would like to <br />relocate their business to the City of Ramsey. The City has received a site plan from Star <br />Exhibits contractor, Amcon, for the development of an office/warehouse facility. The subject <br />property is generally located to the east of County Road #116 and south of Sunwood Drive. In <br />conjunction with the proposed site plan, the City of Ramsey is going through the platting process <br />to subdivide approximately 41 acres into four parcels to allow for the development of Star <br />Exhibits and future commercial/industrial developments. Star Exhibits designs, manufactures, <br />and warehouses exhibits for companies that participate in various trade shows. They are <br />proposing to locate on a parcel that is zoned Industrial. The proposed office, manufacturing and <br />warehousing activities are permitted uses. The site plan is proposing to construct an 185,000 <br />square foot office/warehouse facility with a possible 28,800 square foot future addition. A <br />revised site plan has been received and does comply with the City's requests. The City Staff <br />recommends approval, <br /> <br />Chairperson Nixt questioned where the wetlands are. <br /> <br />City Engineer Jankowski directed attention to a drawing that shows the wetlands. They are <br />registered wetlands. <br /> <br />Motion by Johnson, seconded by Chairperson Nixt, to recommend that the City Council approve <br />the proposed site plan for Amcon contingent upon compliance with City Staff review letter dated <br />September 28, 2001 and contingent upon successful road intersection with the County. <br /> <br />Further discussion: <br />Exhibits is critical. <br />proceed. <br /> <br />Dennis Cornelius of Amcom stated the access off 143ra Avenue for Star <br />If this access is not approved, it will make a major impact on how they will <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Kociscak, Reeve, <br />Sweet, and Watson. Voting No: None. <br /> <br />Case #9: Discussion Regarding Public Versus Private Streets <br /> <br />City Engineer Jankowski stated there has been a lot of discussion over the past few months <br />regarding the use of private streets and whether or not we should allow them. A list of <br />advantages and disadvantages along with a history of the use of private streets were discussed at <br /> <br />Planning Commission/October 4, 2001 <br /> Page 14 of 16' <br /> <br /> <br />
