Blair Anderson, Pastor of Lord of Life Church, stated he met with the neighborhood residents <br />and to his knowledge, the modifications were satisfactory. <br /> <br />Chairperson Nixt stated his only concern was with moving the road over and still attempting to <br />preserve a row of parking. The plans show a road and parking that is combined, and he saw this <br />as problematic. He asked if the Pastor would consider giving up those 20 parking stalls. <br /> <br />Pastor Anderson responded they are giving up a whole parking lot due to the placement of the <br />road. He agreed that this resolution was less than desirable. Though, it does move the road <br />substantially away from the neighborhood, and far from what code requires. With this solution, <br />the church doesn't have to put in a privacy fence nor remove trees. <br /> <br />Chairperson Nixt was concerned it would pose a traffic hazard. He suggested the 20 stalls be <br />removed. <br /> <br />Pastor Anderson pointed out the parking is angled parking and suggested that would help the <br />flow of traffic. <br /> <br />Commissioner Johnson agreed that there are concerns with this configuration. He pointed out <br />that Pastor Anderson would have liability considerations. He suggested that if these 20 spaces <br />are lost, there is still room behind the island for parking, <br /> <br />Commissioner Sweet asked if the parking lot is typically full on a Sunday. <br /> <br />Pastor Anderson replied it has been full the last two weekends, though it isn't usually full. He <br />said he preferred to keep the spaces and asked if the angled parking would help the situation. <br /> <br />Chairperson Nixt said the question then is how the spaces would be accessed. <br /> <br />Pastor Anderson answered they would be accessed by going north. <br /> <br />Commissioner Sweet said she didn't see this as a liability. This is a private street and there <br />won't be speeders. <br /> <br />Pastor Anderson clarified these spaces would only be used when the parking lot is extremely full, <br />and most likely would not be used during the week. <br /> <br />Commissioners Johnson and Watson, and City Engineer Jankowski suggested developing a road <br />north of the 13 new stalls where there is open land, and using that area for parking. <br /> <br />Pastor Anderson stated that area is too far from the building. <br /> <br />Principal Planner Trudgeon stated the church committee met with Fire Chief Kapler and satisfied <br />the concerns he brought up.
