Jim Hanson, 14651 Fluorine Street NW, Ramsey, thanked the church for moving the road over.
He questioned whether there would ever be a potential to put parking on the side toward the
homes. He stated he would not be in favor of expanding the parking to that area. He said he
would like to work with Lord of Life Church and noted the church offered to keep in touch with
the progression of the construction. He said he was concerned with the timetable of planting
trees and wants to make sure that doesn't get lost in the plans.

Commissioner Kociscak asked Mr. Hanson if he was happy the road was moved back 40 feet.

Mr. Hanson responded his first choice would have been to have the road go to T.H. 47 or
Sunwood. Since that won't happen he felt the church did the best they could. He noted the
church would have rather had the road go to T.H. 47 as well.

Commissioner Watson pointed out when the property to the north gets developed and the road
goes through, then a lot of the traffic will be alleviated.

Motion by Commissioner Sweet, seconded by Commissioner Johnson, to recommend that City
Council grant site plan approval to the apartment building to be located on the Lord of Life
Church property contingent upon compliance with the City Staff review letter dated August 31,
2001, revised September 28, 2001, the property being rezoned and receiving a minor
comprehensive plan amendment and the applicant receiving a variance to the height restrictions.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Sweet, Johnson, Kociscak,
Reeve, and Watson. Voting No: None.

PUBLIC HEARING/COMMISSION BUSINESS

Case #3:

Request for a Conditional Use Permit. to Exceed Accessory Building Height;
Case of Jeff Welle

Chairperson Nixt closed the regular portion of the Planning Commission meeting at 8:10 p.m. in
order to call the public hearing to order.

Public Hearing

Chairperson Nixt called the public hearing to order at 8:10 p.m.

Presentation

Principal Planner Trudgeon stated the City received an application from Jeff Welle for a
conditional use permit to exceed the detached accessory building height restrictions established
in City Code on the property located at 15351 Ute St. NW.
