Voting Yes: Chairperson Nixt, Commissioners Johnson, Reeve, and Watson. <br />Voting No: Commissioners Kociscak and Sweet. <br /> <br />Jeff Welle, 15351 Ute Street NW, Ramsey, stated he would like to begin building due to the <br />weather. <br /> <br />Chairperson Nixt advised him his request must first be presented to the City Council. <br /> <br />Case #4: <br /> <br />Request to Rezone Certain Properties from B-3 Highway Business to PUD <br />Planned Unit Development; Case of Chris Bulow <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 8:17 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 8:17 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated that Chris Bulow has submitted an application <br />to rezone property located at the comer of Riverdale Drive and Sunfish Lake Boulevard from B-3 <br />Highway Business to Planned Unit Development. The intent of the rezoning is to permit the <br />property to be developed with townhomes. Ramsey's Critical Area Plan is contained in the <br />March 2001 Draft Comprehensive Plan and has been approved by DNR. That plan states that all <br />development in the Critical River Corridor should be done as a Planned Unit Development. The <br />property is 23,800 square feet or .55 acres in size and is located within the Metropolitan Urban <br />Service Area (MUSA). The Applicant is proposing to develop eight towhome units on the <br />property, which results in a density of 14.64 units per acre. The subject property is designated for <br />commercial uses in the current Comprehensive Plan and in the March 2001 draft Comprehensive <br />Plan. City Staff recommends denial of the rezoning request for the following reasons: a) A <br />rezoning to Planned Unit Development prior to developing an acceptable preliminary site plan <br />with respect to density allowed, open space, park dedication review, landscaping, grading and <br />drainage is not permitted; and b) the site is designated for commercial uses in the current <br />Comprehensive Plan, March 2001 draft Comprehensive Plan and in the draft Concept Plan for <br />the Highway # 10 Corridor. <br /> <br />Planning Commission/October 4, 2001 <br /> Page 9 of 16 ' <br /> <br /> <br />
