Case #4: <br /> <br />Request to Rezone Property from B-1 Business to R-3U Multiple Family <br />Residential; Case of Orrin Thompson Homes. <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 8:47 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 8:47 p.m. <br /> <br />Presentation <br /> <br />Community Development Assistant Wald explained that Orrin Thompson Homes has submitted <br />an application to rezone approximately 14 acres of property located south of Sunwood Drive and <br />west of State Highway #47 from B-1 Business to R-3U Multiple Family Residential. The <br />rezoning would allow the applicant to construct a townhouse development. Property to the north <br />is R-1 Residential and R-3U Residential, property to the south is zoned R~3U. To the east and <br />west the adjacent properties are zoned R-1 Residential. The current Comprehensive Plan (1995) <br />identifies this area for commercial uses. The March 2001 Draft Comprehensive Plan shows the <br />subject property being designated for medium density urban residential development. A <br />Comprehensive Amendment is required since the March 2001 Draft Comprehensive Plan has not <br />been adopted by the City Council. <br /> <br />Citizen Input <br /> <br />Cory Lepper, Senior Land Manager, Orrin Thompson, was present for questions. <br /> <br />Mark Wilson, lives right behind the Katnis property and he is in favor of rezoning. He said he <br />would like to see Orrin Thompson develop in this area. He explained the residents had a meeting <br />with the Developer and the plan that was presented at that point was favorable. <br /> <br />Bob Hutchison, Lord of Life Church Business Manager, stated he submitted a letter to the <br />Planning Commission last week indicating they did not object to any of these requests. He said <br />he does have a concern regarding the public access to the north. He has been told their property <br />must provide an access to the north to relieve some congestion. In conversations with City Staff <br />before 1996, it was his understanding that there would also be a city street through this Orrin <br />Thompson/Katnis property to the church's property line. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Sweet, and <br />Watson. Voting No: None.
