Case #3: Request for a Variance to Height Restrictions for an Apartment
Building; Case of Lord of Life Church

Vice Chair Kociscak closed the regular portion of the Board of Adjustment meeting at
7:21 p.m. in order to conduct the public hearing.

Public Hearing

Vice Chair Kociscak called the public hearing to order at 7:21 p.m.

Presentation

Principal Planner Trudgeon stated that Lord of Life Church has submitted an application
to rezone property located between Hwy. 47 and CSAH 5 (Nowthen Blvd.) from B-l,
Business and R-3U Residential to Multiple Residential. City staff accepted the
application, and after review of the proposal, determined that further information was
needed before a recommendation could be made. Therefore, staff is requesting that the
public hearing be adjourned and no action should be taken at this time. Another public
hearing will be scheduled once the City receives the information that they need to review
this case.

Board Member Sweet arrived at 7:22 p.m.

Citizen Input

Jim Hanson, 14651 Fluorine Street NW, Ramsey, stated his property borders the Lord of
Life property. He stated he was concerned about the impact this will have to the homes
adjacent to Lord of Life. He knew the church was there when he moved in but multi-
family housing is not normally associated with the church. He explained the access roads
look as though they will be 20 feet from his property. This means he will have a drive
next to his property that services a multi-family property. There is a nice stand of trees
that creates screening between the homes and church, and if a road goes there, some trees
would need to come out which will reduce privacy. He also noted the road that would be
used to access the apartments would be next to a park, creating some safety issues. Most
people are not in favor of the development for these reasons, and because of the height of
the development.

Steve Randall, 14691 Fluorine Street NW, Ramsey, stated he is new to the neighborhood
and is concerned about the trees.

Motion by Board Member Johnson, seconded by Board Member Reeve, to close the
public hearing.

Motion carried. Voting Yes: Vice Chair Kociscak, Board Members Johnson, Reeve,
Sweet and Watson. Voting No: None. Absent: Chairperson Nixt.

Board of Adjustment/August 7, 2001
