~k[arixold Pond <br />Sketch Plan Review <br />Apri/ ] 5, 2005 <br /> <br />Tree Preservation Plan: The City's Tree Preservation Ordinance applies to your proposed plat. <br />A Yree Preservation plan must be part of the preliminary plat submittal. <br /> <br />Den,sity Transition: Currently, City Code requires densitY transition between the proposed <br />singlc-~'amily urban lots and the surrounding single-family rural lots. Density transition <br />;eq,~irements must be incorporated into the preliminary plat submittal. <br /> <br />Wetlands: A substantial portion of the property is wetland, which will need to be delineated and <br />encumbered with drainage and utility easements on the preliminary and f'mal plats. The City <br />anticipates adopting a wetland buffer ordinance in spring/summer 2005. Staff is requesting that <br />i'he developer give some consideration to impIementing a wetland buffer where applicable <br />throughout the plat. <br /> <br />Trai'fic Analysis Report: The City Charter requires a traffic analysis report for this <br />development. City Staff will utilize the services of a consultant to prepare the report and the <br />expenses incurred will be charged to the plat application escrow fund. This report must be <br />available at the time of preliminary plat review. <br /> <br />Grading and Drainage Plans: Grading and drainage plans will need to' be provided during the <br />preiiminary plat process. Ponding will be required prior to discharge into public water bodies <br />such as the on-site wetlands. A permit from the Lower Rum. River Water Management <br />Organization will be required. <br /> <br />Streets and Access: The sketch plan proposes one new access to Highway 47, at 160th Ln NW <br />and to connect to 162"~ Ave NW. A stub street is proposed to the north; a temporary cut-de-sac <br />will b,; required in this location. Staff has sent the sketch plan to MnDOT for review and <br />,.',ornment, <br /> <br />Utilities: Ail lots are proposed to be served by municipal sewer and water. You have submitted a <br />t:equest for feasibility study to determine the feasibility of providing municipal sewer and water <br />to the subject property; this request is under consideration by the City Council, and must be <br />approved prior to the approval of this plat. <br /> <br />Park Dedication: The sketch plan will be forwarded to the Park and Recreation Commission for <br />~. recommendation on park dedication. The City has the option for land, cash or a combination <br />tht:re~: [t is expected that a ~brmai Park Dedication recommendation will occur at the <br />preliminary plat stage. <br /> <br />Trail Fee: Trail Fees must be paid for new lots created prior ro release of the final plat for <br />recording.
