Chairperson Nixt indicated the issues he sees are the impact of a resolution on Potassium Street, the cul-de-sac length, relevance of using a PUD, traffic concerns, buffering concerns and drainage. He asked Staffto explain their rationale for using a PUD. Associate Planner Wald stated that in City Code, by rights, developers are allowed.to process a PUD to allow tbr townhomes in the R-1 District. _ Chairperson Nixt stated the direction that came from the Planning Commission or[gina!ly was a concern about using a PUD. He indicated they specifically stated they wanted some, things revised, but are seeing this again without those revisions. He asked.what direction was giver}.to the applicant to revise the issues outlined. ' :'-"<~ Associate Planner Wald stated that in her recommendation it States that Staff thinks that the tYPe of product being used is consistent with the housing arOUnd them,, which is both single-family and townhouses. She indicated Staff did not make a mcommendati°n, on the preliminary plat, and clearly stated in the case that the Planning commission needS.tO .decide if the proposed deviations are acceptable. She stated Staff does feel that theUSe_ of a PUD in this circumstance is appropriate, and it is allowed by fight in City Code. Chairperson Nixt asked for Staff to comment- on the drainage c6ncerns. City Engineer Lint0n '~tated-that Staff lookedat the grading and drainage plan, which provided insufficient details. He indicated the neighboring, residents have commented they have drainage issues, and some of the drainage is shown goi.ng off-site and into the existing drainage area, which is not aIIowed by LRRWD or City Code. He stated this is addressed in the Staff Review Letter. : -~ .'-- ' -.· .~. · Chairperson Nixt asked if the City Engineer felt addressing the drainage issues could have an --¢impact to the site layout. -'~ ~ City Engineer Linton indicated it may have an impact. Commissioner Brauer noted that a lot of the City Council comments were the same as the Planning Commission's comments.
