<br />Councilmember Menth introduced the following resolution and moved for its adoption: <br /> <br />CITY COUNCIL RESOLUTION #20-157 <br /> <br />RESOLUTION ACCEPTING CORONAVIRUS RELIEF FUNDS FROM THE STATE OF <br />MINNESOTA AND CERTIFYING THAT IT WILL HONOR ALL COMMITMENTS <br />AND MAINTAIN REQUIRED INFORMATION AND DOCUMENTATION <br /> <br />WHEREAS, <br />as a result of the COVID-19 pandemic outbreak in the State of Minnesota <br />and in the City of Ramsey, the residents, businesses and government have suffered and continue <br />to experience significant impacts as a direct result of the pandemic outbreak and the actions <br />required to respond to and mitigate these impacts; and <br /> <br />WHEREAS, <br />The President of the United States declared a national emergency on March <br />13, 2020 to exist as a result of COVID-19; and <br /> <br />WHEREAS, <br />on March 13, 2020 the Governor of the State of Minnesota declared a State <br />of Peacetime State of Emergency to exist in Minnesota as a result of COVID-19; and <br /> <br />WHEREAS, <br />the Mayor of the City of Ramsey signed a Declaration of Local Emergency <br />in the City of Ramsey on March 17, 2020 which was ratified and consented to by the City Council <br />on March 19, 2020; and <br /> <br />WHEREAS, <br />on April 14, 2020 the Ramsey City Council adopted Resolution #20-076 <br />Consenting to Continue the Local State of Emergency Declared March 17, 2020 to continue in <br />effect until such time as the City Administrator, acting on the advice of the Emergency <br />Management Director, notifies the Mayor and City Council that the State of Emergency is no <br /> <br />longer warranted; and <br /> <br /> WHEREAS, <br />on March 27, 2020 the President of the United States signed into law the <br />Coronavirus Aid Relief, and Economic Security Act (known as the CARES Act) that was passed <br />by the U.S. Congress in response to the COVID-19 Pandemic Outbreak; and <br /> <br />WHEREAS, <br />the CARES Act included $339.8 Billion in relief under the COVID-19 <br />pandemic in the United States dedicated for State and Local Governments; and <br /> <br />WHEREAS, <br />on June 25, 2020 the Governor of the State of Minnesota by Executive Order <br />under the current Emergency allowed for the distribution of $841 million in CARES Act Funds to <br />counties and cities within the State of Minnesota in accordance with the U.S. Treasury Guidance <br />based on a per-capital basis; and <br /> <br />WHEREAS, <br />the City of Ramsey has received $2,038,029 in CARES Act Funding <br />allocation. <br /> <br /> <br />
