t~arl<s/lJtilities Supervisor Riverblood explained the ordinance in regards to the northern most ~ul-dt:-sac. He stated it is not probable with the wetland in the area and the cul-de-sac is private. Civil E~]gineer II7 Linton stated the Planning Commission recommended to the City Council to ~ot app.'eve this in the current configuration based on the road configuration. Civil [4nginecr Ii Linton noted the sidewalk will connect to Old Nowthen Boulevard and part of Old N'owth. en Boulevard is recommended to be upgraded to Nowthen Boulevard. He stated the trail will be along the right-of-way. He noted this is the same recreation district as Elmcrest Park. (*,ommissio~mr Ostrum wondered if they were premature in putting amounts in the motion beca use if the configuration changes, the amounts might change. C. iv/1 Engineer 1I Linton thought if there was language added to the motion indicating possible changes. He stated this still needs to go to the Lower Rum River Water Management Organization for review and that may change the number of homes. Ch airpcrson Johns asked if a boardwalk will need to be installed. Parks/Utilities Supervisor Riverblood stated the developer needed to-demonstrate why they cannot put a trail along County Road 5, and then they may need to put in a boardwalk. Motion by Commissioner Ostrum, seconded by Commissioner Shryock, to approve Park and Trail dedications in cash for Shade Tree Cottages. The Park dedication will be cash and trail dedication will be cash along with trail connectivity fi.om the cul-de-sac to the trail right-of-way tm Nowthen Boulevard and a trail along there in some fern or another. Motion carried. Voting Yes: Chairperson Johns, Commissioners Ostrum, Shryock, LaMere, Olds, and Pontius. Voting No: None. Absent: Lehman. Case #3: Consider Park and Trail Dedication for Rum River Estates Civil [-;t~gineer II Linton noted National Growth has submitted the preliminary plat for Rtan River Estates. The project is at the north end of Potassium Street, which is unimproved. The cTxisting street xvill need to be improved to serve this development and the adjacent Shade Tree Cottages. The Shade Tree Cottages project shows the proposed street improvements. This pr0iect is in the Oak Recreation district. A.ssorzi~te Planner Wald stated this went through the Planning Commission and there were problems; with density and other issues. They recommended denial of this to the City Council.
