Jim Overtoom, 16660 Jasper Street, stated he is concerned about the comprehensive plan and <br />lhat thc installation of sanitary sewer and trunk line to the northeast or northwest will allow <br />significant development with urban lots within the area that has been a rural area of the City <br />si~ce hc moved here. He agrees with Assistant Public Works Director Olson that from an <br />engineering standpoint this is probably the best alignment for the sewer. However, he is <br />concerned about the density that is going to be developed within the northeast area of the City of <br />l?,amscy as opposed to the south. He has spoken with quite a number of residents to the northeast <br />()f thc end of the interceptor line, and universally they are against a sewer line coming into that <br />portion o~~ the City. They do not want to have further development of smaller lots within that <br />m'ea o1' lbo City. The north end of the City of Ramsey is a rural community and he would ask to <br />preserve that character of the City of Ramsey as much as possible. The installation of this sewer <br />and thc northwest interceptor will significantly affect that. He does not understand how they can <br />go ahead with this without a comprehensive plan to guide the development of the City of <br />Ramscy. <br /> <br />(',ouncilmember Elvig stated he does not necessarily disagree that there would be more density. <br />[Iowevcr, universally people were thinking they would have to pay for the sewer extension <br />~hrough their taxes, which is not true, and that is why they were opposed to this. <br /> <br />t)cll l lowo, 16471 Sapphire Street, asked if the trunk fee will be greater to hook up to this sewer <br />extension in the future than to hook up to an already established sewer and water neighborhood. <br /> <br />(?otmcilmcmber Cook replied connection fees are set every year and they are equal throughout <br />thc City. <br /> <br />Councihnember Elvig explained in looking at all of the fees they have looked in the future <br />knowing there will be growth in the City and calculated all of the contributing costs. He stated <br />one ot' thc reasons he does not endorse the northeast run right now is because if it is run up to the <br />pumpkin patch there is not enough development in the area that is ready to go, or enough of an <br />idea that people would want to hook up to make it affordable to put in. The northwest extension <br />is different because there is a couple of big projects and a developer that could put a chunk of <br />money into it. <br /> <br />~vlotion by Councihnember Cook, seconded by Councilmember Olson, to select Option No. 1 for <br />thc extension of the sanitary sewer to the northeast area petitioning for sewer service, and that all <br />,,~pcn hcmse attendees of February 7, 2005 be notified of this selection, and also that residents <br />contiguous to Option No. I be notified of this selection and that a follow up meeting be <br />conducted with these property owners. <br /> <br />I:urthcr discussion: Councilmember Elvig stated this project is not moving forward at this time, <br />it is a route that has been projected. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Pearson, and <br />5qtrommcn. Voting No: None.
