The ditch cleaning has been on the CIP for a number of years, and staffs thought was that they would not want to go in and rip things up again a couple of years after this project. Mayor (}amec replied capital improvement bonds will be utilized, which will be specific for the project. The cost would be strictly to the users of the sewer and water and from the sewer and water trust fund. }:inance Officer Lund explained revenue bonds would be issued, which would be paid by the t~_tility fund. The trunk charges collected would pay the revenues back on the bonds. She explained whcn a development occurs a trunk charge for the sewer and water is paid by the developer and is deposited into the sewer and water fund. Those fees would pay back the bonds. Mr. Zaetsch stated he is confused about whether the project will be paid by assessments or trunk l'ecs, llc asked if existing households would only face sac and wac charges if they did not hook tip. Assistant Public Works Director Olson explained sac charges are required by the Metro Council. Anyone that hooks up to the municipal system is required to pay sac, wac and trunk charges. Anyone not hooking up to the system is not required to pay. Mayor Gamcc indicated Mr. Zaetsch can come in and discuss his concerns with staff.
