I:"u blic i I carin~ <br /> <br />Mayor (bm]cc called thc public hearing to order at 7:32 p.m. <br /> <br />Presentation <br /> <br />Asdstant Public Works Director Olson reviewed that the City received a petition for street <br />grading and pavement improvements on December 10, 2004 for the streets above identified as <br />Wdcomc's Road. City Council directed the preparation of a feasibility study, which was <br />accepted and scheduled for a public hearing on March 22, 2005. He explained currently these <br />strocts consist of slightly over one half mile of sand surfaced street, which varies in width, but are <br />g. encrally about 30 feet wide. The alignment does not consistently follow the center of the 66- <br />E>ol right-of-way. It is proposed that the roadway be regarded such that it is aligned within the <br />cc;mcr of the 66 foot right-of-way with a 28 foot wide bituminous pavement. Drainage shall be <br />provided through regraded roadside ditches and new driveway culverts over the majority of the <br />project length; however, in an effort to avoid tree impacts it is proposed that a bituminous berm <br />curb bc phtced along 163rd Lane and the southerly portion of Uranimite Street. <br /> <br />Asdstant Public Works Director Olson explained it is proposed to finance 50 percent of the total <br />pr(zicct cost through special assessments to the benefited properties adjacent to the improved <br />streets consistent with Minnesota State Statutes 429 and City of Ramsey Code Chapter 4. The <br />remaining 50 percent, which is $70,507, of the project will be financed with City of Ramsey <br />gm~eral tax funds. The assessed portion of the project cost shall be equally assessed among the <br />benefited 19 properties listed in Appendix C of the feasibility study. This would result in an <br />assessment of $3,711 per property. If a property owner would elect to have this assessment <br />collected over a ten-year period at an estimated interest rate of 6.5 perCent, annual payments <br />would range from $675 to $395 over this ten-year period. It should be noted that two property <br />()wners own five of the 19 properties, and their assessments would be multiples of the above <br />,.,al uts;. <br /> <br />Citi×en Input <br /> <br />Carolyn Shumway, 7530 - 163rd Lane NW, stated her main concern is that she has three <br />properties and the cost is enormous for them. She questioned how long the estimated costs are <br />[;ood through and stated she does not buy anything on estimated costs. Based on these estimates <br />thc cost I'or her would be over $11,000. She expressed concern that it looks like a drainage area <br />is going into her swamp. She is also concerned about the drainage plan if the Gun Club is <br />developed. <br /> <br />Assistant Public Works Olson reviewed the drainage flow. <br /> <br />M:.;.
