The "Symphony At <br />Town Center Document Package, Preliminary Plat and Preliminary Engineering" submittal <br />consists of 33 sheets prepared by URS and Landform, dated April 29, 2005. We offer the <br />following comments: <br /> <br />General: The Subject Property is located south of Bunker Lake Blvd., north of East Ramsey <br />Parkway, on both sides of Rhinestone Street. A total of 20.95 acres are contained within the <br />proposed plat. The development project consists of 14.4 acres of housing units, 2 acres of <br />public road right-of, way, and two outlots totaling 4.5 acres. <br /> <br />Zoning/Density: The project area is located in the TC-4 Neighborhood District, which is <br />intended to include a full range of housing types. The majority of.the project area is in the <br />Town Center 4b Sub-District (TC-4b), wh~ich allows for residential uses at a net density of up <br />to 15 units per acre. The Preliminary Site Plan identifies a density Of 13.2 dwelling units per <br />acre. It appears that the calculation excluded road right-of-way. The City's definition of <br />density calculation does not exclude minor road right-of-way. Therefore, the density is <br />determined to be 11.6 units per acre [190 units on 16.4 acres (20.9 acres minus 4.5 acres of <br />outlots)]. The preliminary s!te plan should be revised accordingly. <br /> <br />AS an observation, it is noted that the density at the time of sketch plan review was 12.6. units <br />per acre. One of the directives coming out of the Planning Commission review of the sketch <br />plan was that consideration should be given to increasing the density 'to ensure that the <br />housing projections for Town Center are met. Subsequent to sketch plan, the plat has been <br />revised to include additional acreage'and dwelling units. However, the overall density has <br />not increased and it appears that it may have decreased from that shown on the sketch plan. <br /> <br /> <br />
