Preliminary Plat and Preliminary Site Plan Review: Symphony At RamseY Town Center
May 12, 2005

16. Ramsey Town Center Phase I ROadway Improvements, Phase II Roadway
Improvements, AUAR Roadway Improvements, Parking Facility Improvements: In
accordance with City of Ramsey Resolutions 05-02-065, 05-02-066, 05-02-067 and 05-02-
068, assessments for Ramsey Town Center Phase I Roadway Improx(ements, Phase II
Roadway Improvements, AUAR Roadway Improvements, and parking facility imp.rovements
shall be payable to the City in a single installment prior to the release of the final plat mytars
for recording. Total payment due includes principal plus accrued interest in the amount of
6.3%.per annum commencing February 22, 2005.

17.

18.

19.

20.

Other Permits. The Developer is responsible for obtaining any and all permits required
from other regulatory agencies.

Townhouse Design/Architectural Standards: The development is proposing two different
attached housing styles (row house units and back to back units). Elevations and exterior
material calculations of the proposed buildings, identifying exterior treatment of materials
and color have been provided. The Town Center Development Guidelines establish a brick
enhancement threshold of 35% of the non-glazed area of the front facing wall, unless the
building design is enhancedthrough other means such as covered porch areas, broken roof
lines, articulated fagade and material or color changes. Neither of the housing styles
proposed meeting the brick requirement. The Chateau style does utilize all of the design
alternatives recommended in lieu of brick. The Hometown does not appear to utilize the
design alternatives as extensively as the Chateau. Staff is recommending that the Hometown
exterior include additional brick or more of the alternative design features. The
minimum/maximum building height in this district is 2-4 stories. All of the dwelling Units
are 2 stories and comply with the height requirements.

ToWnhouse Size: City Code requires townhouse units to be a certain size based on the
number of bedrooms the unit will have:

1 bedroom 700 square fe. st
2 bedroom 890 square feet
3 bedroom 960 squar.~ feet

All of the housing styles are either 2 or 3 bedrooms and the finished floor areas range from'
1,233 to 1,824 square feet, which significantly exceeds City Code.

Off-Street Parking Requirements: The TC-4 District requires 2 off-street parking spaces
for each unit; this requirement is exceeded with the 2-car garages and 20 foot wide
driveways. Some parking is allowed on public streets, however, this may not be adequate for
overflow parking. There are approximately 58 overflow parking spaces provided among the
3 blocks.
