City policy requires installation of sidewalks on both sides of the street for State, <br />County and MSA roads, and along one side of the street for local through streets. No <br />sidewalks are required' on cul-de-sacs. Basically,.the perimeter, of all 3 blocks will have <br />sidewalks, either as an interior improvement within the plat or as a part of the Town Center <br />trail system. Additionally, the site plan proposes connections between the interior sidewalks <br />ami the Town Center trail system. <br /> <br />/3lock I needs a sidewalk connection to the sidewalk on Rhinestone Street onthe west. One <br />sidewalk connection is proposed to the trail on Bunker Lake Blvd.; a second sidewalk <br />connection to Bunker Lake Blvd. is recommended in the northeast coruer of the block.' <br /> <br />Bl~;ck 2 needs a sidewalk connection to the Q Street/East Ramsey Parkway sidewalk in the <br />southwest corner of the block. There should also be tWo more sidewalk links installed on the <br />north side o~' Drive H to provide a link to the two sidewalk connections on either side of the <br />divided entrance ti'om East Ramsey Parkway. One or two sidewalk connections should be <br />provided to Rhinestone Street on the east. <br /> <br />Block 3 could use another sidewalk connection to the Bunker Lake Blvd. trail towards the <br />cast end of' the block. A sidewalk connection to the Rhinestone Street sidewalk is needed on <br />the cast. <br /> <br />Park Dedication/Trail Development: per the Master Development Agreement, the City <br />and the Master Developer have negotiated a Park and Trail Dedication Agreement. In <br />accordance with the Park and Trail Dedication Agreement, there are no park dedication or <br />trail development fees owed on this plat. However, there is a park payment obligation in <br />the Master Development Agreement that requires a cash payment, to the City, upon sale of <br />the property in an amount equal to 750 times the number of eligible units on the property in <br />accordance with the zoning regulations. <br /> <br />13. Traffic Generation: As part of the To.wn Center AUAR, a detailed traffic analysis was <br /> corn pitted that anticipated the type and size of development shown on the plat. The proposed <br /> development is consistent with the traffic modeling system used as part of the AUAR <br /> analysis. Regional road improvements to facilitate the whole Ramsey Town Center <br /> development have been agreed upon and have already begun construction. This proposed <br /> development does not generate more traffic than was anticipated. <br /> <br />Stormwater Trunk Fees: The 2005 Stormwater Trunk Fee is $384.00 per unit. This fee <br />will need to be paid prior to the release of the final plat mylars. The fee in place at the time of <br />~hc plat being recorded is the one that will be charged. <br /> <br />Sewer and Water Trunk Fees: The 2005 Sewer and Water Trunk fees are $2,962.00 per <br />unit.
