CASE <br /> <br />CONSIDER REQUEST BY RAMSEY TOWN CENTER TO EXTEND <br />THE DEADLINE FOR PLACING THE SECOND <br /> BITUMINOUS LIFT ON NEW STREETS <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />Attached to this case is a letter from Ramsey Town Center Inc. requesting the extension <br />of. the deadline for providing the wear course lift of bituminous on East Ramsey Parkway <br />(North and South). Attached is a sketch illustrating these streets which were constructed <br />during the smnmer of 2004. The City Council adopted the attached policy concerning the <br />placement of the bituminous wear course on streets at the May 5, 2004 City Council <br />meeting which would require the final paving of these streets to occur this summer. <br /> <br />Whi lc the delay in the placement of the wear course of bituminous does minimize surface <br />m a~ ri ng of the finished street surface while new building construction activity is taking <br />place, there are negative impacts associated with this delay. These impacts include the <br />chipping of' concrete curb and gutter from winter plowing, the ponding of water in the <br />un f.mishcd gutter line, and the aesthetics of an unfinished street to adjacent residents.' <br /> <br />Recommendation: <br /> <br />Thc segment of East Ramsey Parkway east of Rhinestone Street serves as the outlet for <br />Ramscy Town Center 2''d Addition, the first residential development. Units will be <br />occupied by residents this summer. PACT charter school is open and also uses .this <br />segment o f East Ramsey Parkway for access. <br /> <br />'l'he scgmcnt west of Rhinestone Street is adjacent to RTC 7th Addition which is in the <br />approval process at this time. Construction of the utilities and streets is anticipated to <br />start lhis year. Curb cuts for driveways and connection to existing utilities will be <br />required. <br /> <br />Si. afl' recommends requiring placement or, the second lift of bituminous on East Ramsey <br />Park Way east of'Rhinestone Street during the 2005 construction season.
