Mayor Gamec stated that before the public hearing is held regarding the projects he suggested
that staff review those figures and talk to companies regarding the cost of oil, because if the cost
ends of being a certain percentage of what is initially proposed to the residents then another
public hearing is required.

Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to recommend that the City
Council direct staff to prepare a feasibility study for the 2001 Street Maintenance Program.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak,
and Zimmerman. Voting No: None.

Case #2: Update on Water Tower Lettering and Painting

City Engineer Jankowski stated that on Tuesday, November 21, 2000 staff presented the Public
Works Committee several renderings of the paint scheme for the new water tower. The scheme
consisted of the single word "Ramsey" which was to be repeated at three locations on the tank.
The direction of the Committee was to have the wording modified to read "The City of Ramsey".
Consultant Bob Kollmer from AEC Engineering has prepared a revised lettering scheme which
was presented to the Committee for their review. The most significant impact for using "The
City of Ramsey" rather than "Ramsey" is that it increases the length of the wording along the
perimeter of the tank from 60 degrees to approximately 90 degrees. If three labels were to be
painted on the tank, there would be a 30-degree gap between labels.

Councilmember Anderson inquired if the tower would be painted white or off-white.

City Engineer Jankowski replied that it is proposed to be painted white.

Councilmember Anderson inquired if there is an additive that could be added to discourage
fungus growth.

City Engineer Jankowski replied that the City could place a clear coat over the paint, but the
fungus growth is sometimes the function of how smooth the paint goes on.

Councilmember Zimmerman inquired if the existing water tower will be painted this year.

City Engineer Jankowski replied that the existing water tower will be re-painted after the new
tank is in service, which should be in early July.

Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to recommend that
the City Council approve the proposed color scheme of the water tower as presented by staff.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Kurak, Anderson,
and Zimmerman. Voting No: None.

Public Works Committee/January 16, 2001
