Staff has had two meetings with Mr. Jeff <br />Schott and he is asking for the following in exchange for this parcel: <br /> <br />· The scale moved to north side of his north parcel. <br />· A 30 ft. x 30 ft office building to be built by us. <br /> The door on the north side of his building be constructed shut. <br />· A new door created on the east side of his building. <br />· A well abandoned and water provided. <br />· Staff assistance in approving sketch site plan with consideration given regarding variances for <br /> setbacks. <br /> <br />City Engineer Olson presented the Committee different options regarding the extension of 141st <br />Avenue. The first option was to continue with 141st Avenue connecting it with the existing 141st <br />Avenue. The second option was to jog the road around the scale, but it does impact three <br />additional businesses. The final alternative would be to stop the project west of Danny's Tranny, <br />which would not solve the access problems, but would give the timeline the City needs for the <br />extension of City sewer and water. <br /> <br />City Administrator Norman replied that staff has reviewed all three options and feel that option <br />/ti is the most logical. He explained that if the Council chooses to go with option #1 there would <br />be three ways to approach the situation. One would be to enter into negotiations with the <br />property owner and possibly use TIF funds for the new building, secondly the Council could <br />chose to ignore their requests and condemn the property, but the City would probably incur high <br />relocation costs, finally the City could choose to condemn the entire parcel. <br /> <br />Councilmember Zimmerman inquired about the costs involved. <br /> <br />City Engineer Olson replied that the cost to move the scale would be approximately $40,000, the <br />new building would be approximately $50,000, $5,000 to construct the door shut, $10,000 to <br />create a new door, and $3,000 to $5,000 to abandon the well. Land Acquisition would be <br />approximately $3,000. <br /> <br />Councilmember Hendriksen inquired if staff had reviewed meeting minutes from when the <br />conditional use permit was granted for Danny's Tranny. <br /> <br />City Engineer Olson replied that he had not reviewed those minutes, but has been told that they <br />are not operating correctly under the conditional use permit. <br /> <br />Councilmember Hendriksen stated that he recalled that there had been some discussion regarding <br />the extension of 141st Avenue and thought that there was some provisions made regarding the <br />extension of that street. He requested that staff review those minutes. <br /> <br />Councilmember Zimmerman questioned the timeline. <br /> <br />City Engineer Olson replied that they anticipate starting construction in mid April to May. <br /> <br />Public Works Committee/February 20, 2001 <br /> Page 2 of 12 <br /> <br /> <br />
