Edwin Juskiwitz, 5954 141st Lane, Ramsey, stated that the trail from Quicksilver Street to 153rd <br />Avenue should be plowed regularly in the winter. He stated that he realizes that streets have to <br />be cleaned first, but then the trails should be done because people do use the trails all winter <br />long. <br /> <br />Natalie Juskiwitz, 5954 141st Lane, Ramsey, stated that another major problem with the trails is <br />people not cleaning up animal waste. <br /> <br />Councilmember Zimmerman recommended turning the issue over to the Park Commission for <br />their review. <br /> <br />Director of Public Works Kapler stated that he has spoken with the Juskiwitz's at length <br />regarding the problem with animal waste and thinks that the issue more an enforcement issue. <br /> <br />Mr. Juskiwitz stated that the other thing he has noticed in the City is that silt fences are not being <br />removed from construction sites. <br /> <br />Councilmember Zimmerman suggested that staff review the development agreements were silt <br />fences still exist. <br /> <br />City Engineer Olson noted that the development agreement does state that removal of the silt <br />fences is the contractors responsibility. <br /> <br />Councilmember Zimmerman suggested that the development include the wording that if the silt <br />fences are not removed the City will hire someone to do and subtract the cost from the <br />developers deposit made to the City. <br /> <br />Mayor Gamec suggested including on the trail signs that people must clean up dog waste. <br /> <br />Director of Public Works Kapler noted that some cities require people to carry the proper clean- <br />up equipment if they are out walking their dogs otherwise they will be cited. <br /> <br />City Engineer Olson noted that one reason silt fences get forgot about is they are put up before <br />construction begins and then it takes a year for turf to establish itself and so very frequently they <br />get forgotten about, but it is part of the contract for the contractor to remove the silt fence. <br /> <br />Mayor Gamec suggested that as City staff is going around the City and notices the silt fences they <br />should either notify the developer that it has to be removed or if it is not significant then possibly <br />staff could remove themselves. <br /> <br />Councilmember Zimmerman stated that he did not think that the City should be expending City <br />funds on somebody else's development. <br /> <br />Public Works Committee/April 17, 2001 <br /> Page 5 of 9 <br /> <br /> <br />
