A time period should be set to give residents an appropriate amount of time to <br />relocate the mailboxes and then if that is not done some action should be taken. <br /> <br />Councilmember Anderson replied that if the City is going to ask the residents to move the <br />mailboxes then they need to be given some standards. <br /> <br />Mayor Gamec stated that they should be installed to post office standards. <br /> <br />Consensus of the Committee was that the policy should be in effect by the next snow season. <br /> <br />Councilmember Hendriksen stated that if there is any staff involvement it should be designating <br />where the mailboxes should be located with the help of the post office. <br /> <br />Director of Public Works Kapler noted that staff could also assist with making sure that the <br />locates are done. <br /> <br />Consensus of the Committee was to direct staff to develop a policy prohibiting the placement of <br />mailboxes in the radius of cul-de-sacs. <br /> <br />Case #5: Special Requests for Snowplowing on Private Roads <br /> <br />Public Works Supervisor Riemer stated that the City of Ramsey has approximately three miles of <br />private roads existing and proposed in the City's road system. Most of the private roads are <br />located within townhouse developments. Staff again this year received requests from both <br />residents and business owners requesting snow removal service. Callers were informed that <br />current policy does not include plowing private roads or driveways. Callers asking the reason for <br />this policy were informed about setback requirements, easement variances, and various other <br />conditions that separate private roads from public roads. Staff bought the issue to the attention of <br />the Committee to inquire if they would like to make adjustments to the current policy. <br /> <br />Councilmember Hendriksen stated that he does not think that the City should be allowing for <br />private streets. There is a one time savings for a little bit of extra land by creating private streets <br />and then the City pays the price to handle the snow removal at significantly greater cost. <br /> <br />Mayor Gamec replied that the City would be able to plow most of the private streets in the City <br />with the exception of Sunfish Ponds. <br /> <br />Councilmember Hendriksen stated that if the City begins to plow one private drive then they <br />have to do them all. He does not think that the City should be plowing any private drives. <br /> <br />Director of Public Works Kapler stated that plowing private streets would require more <br />equipment and slow down the time the current residents on public streets get their streets <br />cleaned. On private roads when the snow is pushed of the road there is no City easement so it <br />tums into a snow removal process which is something the City is not equipped to handle. <br /> <br />Public Works Committee/April 17, 2001 <br /> Page 7 of 9 <br /> <br /> <br />
