City Engineer Olsou noted that if there is a significant number of accidents (five accidents in one
year) the warrants would decrease to 70 percent.

Councilmember Zimmennan inquired as to what the cost to the City of Ramsey is at this point
and if lights were put in the future what would the cost to the City be.

City Engineer Jankowski explained that it is the State's policy that each organization picks up a
percentage of the cost according to the number of legs they have at an intersection. Currently,
the City would be able to receive 80 percent funding, otherwise they could expect a cost of
$120,000 to $130,000. Mr. Jankowski noted that previous direction of the Council was to
consider some type of island being constructed at the intersection, but if that is done they will
never be able to meet the warrants for signalization.

Councilmember Zimmerman inquired as to how long the 80 percent funding would be available.

City Engineer Jankowski replied that the 80 percent funding would be available as long as the
project is left open and they could probably leave the project open for another 12 months.

Councilmember Zimmerman inquired if the owners of Rivers Bend had completed their traffic
study.

City Engineer Jankowski replied that he had fo~wvarded the names of consultants to them, but has
not heard anything back.

Councihnember Zimmennan stated that prior to any decision being made on that intersection he
would like to take comments from the business owners.

Councihnember Anderson inquired if staff has had a chance to talk to the owner of the apartment
building regarding the extension of C.R. #116.

City Engineer Jankowski replied no.

Councihnember Anderson inquired if staff was aware of what the traffic patterns were going to
be on the Anoka site that is being developed at the intersection of T.H. #47 and C.R. #116.

City Eugineer Olson replied that he had only briefly seen the site plan.

Councilmember Zinnnerman requested that staff get the MnDOT report on the development.

Consensus of the Council was to wait on making any decision regarding 142'~d Avenue until they
receive input fi'om the business owners.

Public Works Committee/May 15, 2001
