Motion by Councihnember Anderson, seconded by Mayor Gamec, to recommend that the City <br />Council enter into Supplemental Agreement No. 3 authorizing a change order in the amount of <br />$254,313.06. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />City Engineer Jankowski stated that staff took traffic counts at the intersection of 142''d Avenue <br />NW and Trunk Highway #47 on Wednesday, April 25, 2001, and Thursday, April 26, 2001. <br />Data was transmitted to SRF for review. Preliminary review by SRF's traffic analyst suggest the <br />intersection is close to meeting warranties. SRF was directed to do hourly counts and those <br />results were presented to the Committee. The results of the SRF analysis showed that none of <br />the warrants were met for signalization. Some of the side street counts were not as high as they <br />were previously when a study was completed in 1999. <br /> <br />Councihnember Zimmerman inquired as to how close they were to meeting warrants on the <br />traffic counts. <br /> <br />City Engineer Jankowski replied that they were not very close. <br /> <br />Councilmember Zimmerman inquired as to how long it would take to meet warrants. <br /> <br />City Engineer Olson replied that it would depend on how development occurs in the area. <br /> <br />Councilmember Zilmnerman inquired if it would be worth doing another study in a couple of <br />months. <br /> <br />City Engineer Olson replied that the SRF consultant have indicated that the intersection is not <br />close to meeting the warrants so he did not know that it would pay to do another study in the fall. <br /> <br />Councilmen~ber Hendriksen inquired if it was true that the intersection only has to meet one of <br />the warrants. <br /> <br />City Engineer Jankowski replied yes. <br /> <br />Mayor Gamec stated that he personally drives through the intersection on a daily basis and sees <br />how bad the problem is. He strongly feels that a stoplight is needed at the intersection. <br /> <br />Councihnember Anderson stated that she thinks the entire area needs to be studied to determine <br />if there is a way to improve traffic flow in the entire area. <br /> <br />Councilmcmber Hendriksen stated that presently they are left with the worst of all scenarios, a <br />full access intersection with no stoplights.
