Case #3: Update on C.R. #116 Corridor Study <br /> <br />City Engineer Jankowski stated that in May 1999, the City Council approved entering into a joint <br />powers agreement with Anoka County and the City of Anoka to perform a corridor study along <br />C.R. #116. This agreement outlined the division of costs for the project as follows: Anoka <br />County 50 percent; City of Ramsey 35 percent; City of Anoka 15 percent; and the total <br />estimated cost to perform the study is estimated to be $40,000 to $50,000. In addition to the <br />joint powers agreement, a draft of a Request for Proposals outlining the scope of the study and <br />procedure for selecting a consultant to perform the work was obtained by the City of Ramsey and <br />submitted to the County and the City of Anoka for review and comment. Both of these <br />documents were submitted to the County in 1999. Again on March 9, 2001, the draft RFP was <br />resubmitted to the Couuty and the City of Anoka in an effort to initiate this study. Recently the <br />County Engineer suggested verbally that the City might consider being the lead agency in <br />managing this corridor study since it apparently is a higher priority for the City than the County. <br />If the City were to become the lead agency on the corridor study, a new joint powers agreement <br />would be needed to reflect that role. <br /> <br />Mayor Gamec noted that he talked to Jori Olson from the County and he indicated that all of the <br />dollar commitments would stay the same and they would support the City being the lead agency <br />on the project. <br /> <br />Cotmcihnember Hendriksen inquired as to what the objective of the study would be. <br /> <br />City Engineer Jankowski replied that study would be to put together a vision of what the corridor <br />would look like. <br /> <br />Mayor Gamec stated that if the City becomes the lead agency, there is a better chance the project <br />will be completed sooner. <br /> <br />Councilmember Hendriksen inquired as to what the down side was for the City being the lead <br />agency. <br /> <br />City Engineer Jankowski replied that it would require more administrative work. <br /> <br />Councilmember Zimmerman stated that the segment of C.R. #116 that would be studied is about <br />equal between Anoka and Ramsey and he did not think that the 15 percent cost for Anoka and 35 <br />percent cost for Ramsey was a fair number. <br /> <br />Councihnember Hendriksen inquired if the $40,000 to $50,000 was the total cost or the City <br />Share. <br /> <br />City Engineer Jankowski replied that that was the total project cost. <br /> <br />Public Works Committee/May 15, 2001 <br /> Page 8 of 13 <br /> <br /> <br />
