Voting No: None. <br /> <br />Case #5: Street Sweeping In Private Developments <br /> <br />Public Works Supervisor Reimer stated that as part of routine street maintenance, City streets are <br />swept twice yearly, normally spring and fall, to remove sand and debris before it can enter the <br />underground storm water system. Removal of this material once it has migrated underground is <br />approximately four times more expensive than removing it from the surface. Part of the storm <br />water system services private developments, yet is maintained at a cost to the general public. If <br />the private developments do not include street sweeping as part of their annual maintenance <br />routine, the additional maintenance costs will eventually be passed on to the general public. <br />Staff recommended private developments be required to sweep streets and parking areas, spring <br />and fall, to help prevent sand and debris from entering the underground storm water system. The <br />developer can choose to contact and hire contractors to accomplish the sweeping or may use the <br />City's sweeping contractor and be billed at the contractor's hourly rate. A dump track would <br />also be needed to remove 'material that is swept up. <br /> <br />Mayor Gamec inquired as to whom the City will hold responsible if the streets are not cleaned. <br /> <br />Public Works Supervisor Reimer replied the homeowners association. <br /> <br />City Engineer Olson stated that the ordinance could state that if the streets are not cleaned twice <br />a year the City will do the work and then assess the homeowners association. <br /> <br />Councilmember Zimmerman replied that he wants to stay away from using the City contractor <br />on private streets. <br /> <br />City Engineer Olson noted that the City would hire a private contractor to do the work and <br />charge the homeowners association. ': ~ <br /> <br />Councilmember Hendriksen stated that it is one of the issues facing the City as to whether or not <br />they are going to allow private streets in the City. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to <br />recommend that the City Council authorize staff to draft an ordinance requiring sweeping of <br />private developments. <br /> <br />Motion carried.
