issue had to do with stop signs. He suggested placing a stop sign at 149th Avenue and Waco
Street to see how it works.

Ms. Ward stated that she thinks that stop signs are needed at 149t~ Avenue and 150th Avenue.

Councilmember Hendriksen inquired if Ms. Ward was suggesting an all-way stop at 150th
Avenue.

Ms. Ward replied yes.

Councilmcmber Hendriksen inquired as to what traffic controls currently exist along Waco
Street.

City Engineer Jankowski reviewed the existing traffic controls.

Pat Posterick, 14930 Waco Street NW, Ramsey, stated that the video recommended using stop
signs where vision is obstructed and at the intersection of 149th Avenue and Waco Street there is
a visibility problem.

City Engineer Olson stated that the visibility concerns at 149th Avenue and Waco Street would
probably support the need for a stop sign at that intersection. He did not recommend placing a
stop sign at 150t~' Avenue because Waco Street is an MSA road and with the crosswalk being
painted people are required to stop if there are people in the crosswalk.

Councilmember Zimmerman inquired if signs will be installed to identify the crosswalk.

City Engineer Olson replied yes, as well as advanced warning signs.

Mayor Gamec stated that he would like to push traffic to T.H. #47 and that is why he would
recommend a three-way stop sign at 142"a Avenue and Waco Street.

Ms. Ward inquired if it was possible to install a sign at the crosswalk that stated cars must stop
for people in the crosswalk.

City Engineer Olson replied that St. Paul has a break-away sign in the middle of the road which
states that it is required by law to stop if there is someone in the crosswalk.

Councilmember Zimmerman requested that staff look into those signs as an option.

Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to recommend that the City
Council authorize the installation of stop signs at 149th Avenue and Waco Street and 142nd
Avenue and Waco Street.

Public Works Committee/June 18, 2001
