Further discussion: Councilmember Hendriksen inquired as to why a stop sign could not be <br />placed at 147th Avenue to try and slow traffic down half way through Waco Street. City <br />Engineer Olson replied that he personally has not looked at the intersection of 147t~ Avenue and <br />Waco Street, but he was fairly sure that it would not meet the warrants for a stop sign. Public <br />Works Supervisor Reimer noted that the intersection is similar to I49`~ Avenue and Waco Street. <br />City Engineer Olson requested more time to look at the intersection. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Case #2: <br /> <br />Request by Resident to Install a Three-Way Stop Sign at 146th Avenue <br />NW/Iodine Street NW <br /> <br />City Engineer Olson stated that it was brought to staff's attention by a resident of the Wood Pond <br />Hills subdivision that a sight restricted intersection exists on 146th Avenue and Iodine Street. <br />There is also a bus pickup for school children at the intersection which leads to more uncertainty. <br />Staff visited the site and performed a speed and volume count near the intersection to check if <br />volume would warrant the placement of an all-way stop sign. The results of the speed and <br />volume indicate an average speed of 23 mph and approximately 500 vehicles per day on Iodine <br />Street. With the amount of information presented, it is not possible to determine whether a three- <br />way stop condition would be warranted under the volume criteria cited in the manual, but it is <br />highly unlikely based on the information provided by the speed trailer. Placement of stop signs <br />require meeting warrants which are defined in the manual of Uniform Traffic Control Devices <br />unless a "combination of high speed, restricted view, and serious accident record indicate a need <br />for control by the STOP sign." Staff did also visit the intersection to check on sight visibility <br />issues. Staff presented a drawing of the intersection with the profile of Iodine Street NW. It <br />appears that the intersection does have sight restrictions due to it being on the crest of a hill and <br />for that reason staff recommended placing a stop sign on the Iodine Street NW leg of the <br />intersection. Staff also recommended the installation of advanced warning signs for the east and <br />westbound motorists to let them know of a blind intersection ahead. Staff also had contacted the <br />school district to talk about the possibility of moving the bus pick-up to another area due to the <br />concerns expressed combined with the sight restrictions at the intersection. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to recommend that the City <br />Council authorize the installation of a stop sign north bond on Iodine Street as well as the <br />installation of advanced warning signs for the east and westbound motorists. <br /> <br />Further discussion: Councilmember Hendriksen stated that the Council is aware of the <br />development being proposed for the Laws property and Iodine Street will be the major <br />connection to that development. Given all that is proposed to happen along Iodine Street he <br />thought that it might make sense to do a three-way stop at this time because it will be needed <br />eventually. City Engineer Olson replied that he did not think there will be large increase in the <br />amount of traffic along Iodine Street with the development.
