Carol Nielsen, 14950 Argon Street NW, Ramsey, <br />stated that she does not think that a fence is physically possible in that location, but felt that a lot <br />of work would need to be done with landscaping to resolve their concerns. Councilmember <br />Hendriksen stated that there had been some discussion in regards to spading trees off the site <br />located north of 153r'' Avenue. He requested that staff look into the feasibility of doing so and <br />what the cost would be. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #3: Discussion of Area South of City Hall <br /> <br />City Engineer Olson stated that at the January 23, 2001 City Council meeting, Dave and Betty <br />Pehlke appeared before the City Council to request the rezoning of the southern portion of their <br />property to create two urban-size lots. On March 20, 2001, the Public Works Committee heard a <br />case regarding the Pehlkes and their proposed subdivision as it related to development of the <br />vacant parcel of land to the west of the Pehlkes and drainage problems to the east. Staff <br />requested a 30-day extension that was agreed to by the Pehlkes. On April 24, 2001, the City <br />Council had a case presented that included a letter of understanding that was signed by the <br />Pehlkes. This letter of understanding meant to not hold up the lot split so that a building permit <br />could be issued. The City Council approved the zoning request, contingent upon an agreement <br />between the Pehlkes and the City of Ramsey, said agreement to be approved by the City Council <br />at a later date. Staff requested a 60-day extension to work out the details. Staff has identified the <br />problems in the area and presented a map which illustrated the potential connections that could <br />be made for the enhancement of the street, sewer, and water systems. Staff has also more clearly <br />defined the needs of the easements on the Pehlke property to comprehensively resolve the <br />problems. A map was presented to the Committee showing the potential use of the vacant land <br />south of City Hall and west of the Pehlkes. For that potential development to occur, sewer, <br />water, and street would need to be extended tO'acCommodate the urban size lots. A 66-foot right- <br />of-way would be required through their property to extend the street, sewer, and water as well as <br />a drainage easement directly east of the most northerly lots in the Pondvale Estates subdivision. <br />The other issue that has arisen out of the discussions with the Pehlkes and neighbors of the area <br />is the extension of street, sanitary and storm sewer, and water throughout the area.
