Mayor Gamec stated that something has to be done in that area because there is a serious <br />drainage problem. <br /> <br />Councilmember Zimmerman inquired if improving the streets could be an alternative to drainage <br />and sewer. <br /> <br />City Engineer Olson replied that they could put storm sewer in to drain the area, but it is very <br />difficult to maintain it if it is not paved because the dirt would drain into the system. <br /> <br />Councilmember Zimmerman stated that the residents he has talked to in that area would not be in <br />favor of spending that kind of money for sewer and water. <br /> <br />Councilmember Anderson stated that she thinks that it is sensible to look at the bigger picture, <br />but that it needs to be very clear that the City is not forcing people to hook up to City sewer and <br />water. <br /> <br />City Administrator Norman replied that staff agrees with Councilmember Anderson. He <br />explained that staff is proposing a voluntary project. Currently the City has a due-on-sale clause, <br />but staff would like to bring that forward because they do want to keep the project voluntary. <br /> <br />City Engineer Olson noted that staff is only requesting authorization to talk with the neighbors <br />about the project. <br /> <br />Mayor Gamec stated that he would have no problem with re-pealing the due-on-sale clause <br />ordinance. <br /> <br />Councilmember Kurak inquired as to how the ordinance would be re-pealed. <br /> <br />City Attorney Goodrich explained that an ordinance would have to be drafted repealing the <br />ordinance. <br /> <br />Councilmember Anderson stated that the City needs to make sure that there will be money to pay <br />the bills if they go forward with the project. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to direct staff to <br />prepare an ordinance to repeal the due-on-sale clause ordinance. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Kurak, and <br />Zimmerman. Voting No: Councilmember Anderson. <br /> <br />Motion by Councilmember Anderson, seconded by Mayor Gamec, to authorize staff to meet with <br />the neighbors. <br /> <br />Public Works Committee/June 18, 2001 <br /> Page 9 of 13 <br /> <br /> <br />
