Motion by Mayor Gamec, seconded by Councilmember Kurak, to approve the proposed site plan <br />for T & G Land, Inc., contingent upon compliance with City staff review letter dated December <br />29, 2000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #4: Sauter Property Acquisition <br /> <br />City Attorney Goodrich stated that the Council approved a TIF Agreement with T & G Land, <br />Inc. (Tom Sauter) on December 19, 2000. Since the meeting, the developer has determined that <br />it requires a condemnation resolution by the City for its income tax purposes. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Zimmerman, to adopt <br />Resolution #01-01-007 attthorizing condemnation of the property described in the resolution in <br />the event negotiations for direct purchase fail. <br /> <br />Further discussion: Gary Nordness stated that they are requesting that the City enjoin in a <br />friendly condemnation. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Zimmerman, Kurak, <br />and Hendriksen. Voting No: None. <br /> <br />Case #4a: Request to Reconsider Resolution Calling for Special Election <br /> <br />City Administrator Norman stated that during the Council meeting of December 19, 2000, the <br />City Council authorized a resolution calling for a special election to adopt an ordinance <br />establishing density and transition standards for new residential development. The City received <br />a letter, dated December 21, 2000, from Barry A. Sullivan, who represents Ramsey resident Ben <br />Deemer. Mr. Sullivan requested that the City Council reconsider the resolution passed on <br />December 19, 2000, and determine to cancel the special election. As part of this same topic, <br />Councilmember Hendriksen had asked that any reconsideration of the special election also <br />include discussions on Charter implications. The two major areas of concern Councilmember <br />Hendriksen had asked to be discussed included the ramifications of not holding the special <br />election called for on December 19, 2000, and the broader question of the City's obligation to <br />adopting an ordinance that was passed as a voter referendum Charter Amendment in September <br />of 1997. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to rescind the action taken by <br />the City Council on December 19, 2000, calling for a special election. <br /> <br />City Council/January 9, 2001 <br /> Page 16 of 35 <br /> <br /> <br />
