Councilmember Anderson requested clarification if the applicant was requesting two deviations <br />from City Code, one for the 20,000 square feet, and the second for the metal building. <br /> <br />City Administrator Norman explained that the metal building was part of a negotiated settlement <br />between the City and Mr. Sauter. The metal building will be constructed in the interior of the <br />site. <br /> <br />Councihnember Anderson replied that as a city upgrades typically the metal buildings are <br />removed. <br /> <br />Community Development Director Frolik replied that the development is proposed to be a heavy <br />use industrial park and because of the relocation plan, staff and the Planning Commission are <br />supporting the use of the metal storage building. She also noted that a substantial amount of tree <br />screening has been proposed. <br /> <br />Councilmember Anderson inquired as to why the City was relaxing the standards. <br /> <br />City Administrator Norman reiterated that the terms were part of a negotiating settlement in an <br />effort to clean-up an area that is an entry point to the City of Ramsey. <br /> <br />Tom Sauter, Sauter and Sons, explained that the reason for the metal building is because it is not <br />possible to construct a wood building that would be large enough and be structurally sound. <br />Also, it is too expensive to construct a concrete building for cold storage. <br /> <br />Councihnember Zirnmerman stated that the City should receive the appropriate drainage and <br />utility easements as part of this process. <br /> <br />City Engineer Olson replied that staff has had discussions with Mr. Sauter regarding the <br />easements and he is willing to turn them over to the City. <br /> <br />Councihnember Zimmerman inquired if there will be a holding pond in the area. <br /> <br />City Engineer Olson replied yes, explaining that a pond will be constructed to serve the entire <br />Maken property. <br /> <br />Councihnember Anderson inquired as to who will be responsible for the maintenance of the <br />manholes that are to drain the recycled bituminous surface. <br /> <br />City Engineer Olson replied that Mr. Sauter would be responsible for that maintenance. <br /> <br />Councilmember Anderson replied that should be included. <br /> <br />City Council/January 9, 2001 <br /> Page 15 of 35 <br /> <br /> <br />
