yard, rear yard, and side yard setbacks established in the BW district. The BW district restricts <br />lot coverage to 35 percent, the site plan is proposing to construct a total of 59,936 square feet of <br />building space on 11.24 acres, which equates to approximately a 12.24 percent lot coverage. <br />City Code states that accessory structures shall not exceed 30 percent of the gross floor space of <br />the principal building. The site plan is proposing to construct a 20,000 square foot metal panel <br />accessory building, which equates to approximately 50 percent of the gross floor space of the <br />principal building. This is a deviation from City Code and will require City Council approval. <br />The size and proposed exterior materials of the accessory building is part of a negotiated <br />settlement between the City and Mr. Sauter in a recent land swap agreement for Mr. Sauter's <br />property west of Sunfish Lake Boulevard. The site will derive two access points from 141st <br />Avenue. City Code requires all driveways and off-street parking areas to be paved and finished <br />with B-6/12 concrete curbing. The site plan indicates that the employee/customer parking area <br />and an area to the north, east, and west of the principal building will be surfaced with bituminous <br />pavement. The site plan is unclear as to whether or not the bituminous area will be finished with <br />the required concrete curbing. It is anticipated that the paved area will not be finished with <br />concrete curbing due to an agreement between the City and Mr. Sauter in a recent land swap <br />settlement. Deviation from the required concrete curbing will require City Council approval. <br />The off~street parking area for trucks and equipment located to the north of the principal building <br />is proposing to be absent of the required bituminous pavement. The site plan is proposing to <br />surface the off-street parking area with Class II. This is a deviation from City Code and will <br />require City Council approval. In the past, the City has waived the pavement requirement when <br />it was not reasonable due to the type of equipment maneuvering on it. Staff recommended that <br />this off-street parking area at a minimum consist of Class V recycled aggregate surface. The City <br />is constructing a pond to the north and northwest of the subject property and the proposed Class <br />II surface would permit more migration of small particles into the pond and may, over time, <br />lessen the effectiveness of the pond. The City Engineer is requesting that temporary and <br />permanent erosion control measures be taken for the proposed dirt storage area located along the <br />western property line and for the off-street parking areas that will be absent of bituminous <br />pavement. The exterior building materials for the principal structure are proposed to consist of <br />pre-cast concrete panels with a pre-finished metal fascia; this meets the architectural standards <br />established in the business district. The accessory building is proposing to consist of metal <br />panels; this is a deviation from City Code and will require City Council approval. The proposed <br />screening along the south, east, and west property lines meet City Code requirements. The <br />landscaping plan is acceptable. Staff requested that additional foundation plantings be installed <br />around the principal structure. The facility will be served by on-site sewer and water facilities. <br />The site plan is absent of a lighting plan. A lighting plan will need to be submitted and is subject <br />to the City Engineer's approval. The Planning Commission reviewed the site plan on January 2, <br />2001. Site plans are not subject to a public hearing, however, during the public hearing for the <br />preliminary plat of the proposed Gateway North Industrial Park No. 5, a representative from <br />Danny's Tranny spoke in regard to the proposed development. Danny's Tranny has some <br />reservations in regard to the Gateway North Industrial Park No. 5 redevelopment project and how <br />the future westerly extension of 141st Avenue will affect their business. The Planning <br />Commission recommended that the City Council grant site plan approval contingent upon <br />compliance with City staff review letter dated December 29, 2000. <br /> <br />City Council/January 9, 2001 <br /> Page 14 of 35 <br /> <br /> <br />
