Councilmember Zimmerman explained that years ago the property east of Xkimo Street was <br />proposed to be multi-family residential which the City received a lot of complaints over so the <br />developer agreed to develop single family homes and then deSignate the remainder of the <br />property as commercial. <br /> <br />Mayor Gamec stated that he has watched real estate sales predominately in the City of Ramsey, <br />especially where residents have made comments that a certain development will devalue their <br />property and he is yet to see a situation where that is actually the case. <br /> <br />Ms. Volavka replied that she wished that the City had informed them that the zoning on the <br />property could be changed. <br /> <br />Mayor Gamec stated that staff is only permitted to inform people what the current zonings on a <br />property are. <br /> <br />Ms. Volavka inquired if a traffic generation analysis has been completed as part of this <br />development. <br /> <br />Mayor Gamec replied that Xkimo is an MSA street which means that its intent is to be a <br />collector street. <br /> <br />Joel Volavka, 5060 143rd Avenue NW, Ramsey, stated that when the issue was first sent to the <br />Planning Commission they all agreed that the property should not be rezoned from B-1 to B-2. <br />He presented the Council with a list of service stations in Ramsey, Anoka, and Andover. <br />Fourteen of the gas stations listed were not open 24 hours and three of them were. He also noted <br />that he called ten Holiday Stationstores and only two of them were open 24 hours and neither of <br />those two stations were within a one block radius to residential properties. <br /> <br />John Burigee, Manager of Engineering, Holiday Station, stated that they would like the right to <br />choose their hours of operation. <br /> <br />Councilmember Kurak inquired if it would be possible to construct a privacy fence. <br /> <br />Mr. Burigee replied that they would prefer not to do a privacy fence for site reasons, but noted <br />that they did offer the residents buffering on their side of the street. <br /> <br />Councilmember Anderson stated that she does not think she can vote in favor of the rezoning <br />because she does not think that the City needs another gas station. <br /> <br />Community Development Director Frolik inquired if the Council should be addressing the <br />rezoning prior to final plat. <br /> <br />City Attorney Goodrich replied yes. <br /> <br />City Council/January 9, 2001 <br /> Page 28 of 35 <br /> <br /> <br />
