A roll call vote was performed by the Recording Secretary: <br /> <br />Councilmember Hendriksen aye <br />Councilmember Anderson aye <br />Councilmember Kurak aye <br />Councilmember Zimmennan aye <br />Mayor Gamec aye <br /> <br />Motion carried. <br /> <br />Case #11: <br /> <br />Authorization to Hire Consultant Engineer to Prepare Feasibility Study for <br />Cleaning of County Ditch 66 & 3 <br /> <br />City Engineer Olson stated that as a condition of the permit that the City received from the <br />Department of Natural Resources for crossing wetland 114P during the construction of Sunwood <br />Drive between C.R. #5 (Nowthen Boulevard) and C.R. #57 (Sunfish Lake Boulevard) the City of <br />Ramsey was required to build a 100 foot bridge and install a ditch block in County Ditch No. 43. <br />In order to construct this ditch block and to continue with the cleaning of any County Ditch, the <br />City of Ramsey has to obtain jurisdiction of these ditches. To obtain jurisdiction of these <br />ditches, the Lower Rum River Water Management Organization (LRRWMO) must sign a joint <br />powers agreement. Before the LRRWMO will sign the joint powers agreement, they want to see <br />a feasibility study completed for each of the County Ditches that the City is proposing to clean <br />and maintain. The cleaning of this County ditch has been outlined in the 2002 Capital <br />Improvement Program and will continue to be programmed for completion in that year. Staff is <br />not proposing to complete this project any sooner than that, but due to the size of the project, its <br />relationship with County ditch #43 cleaning, and its relationship with the Elmcrest Park area, <br />staff recommended the completion of this feasibility study as early as practical. Funding of this <br />feasibility study would come from the storm drainage utility. <br /> <br />The Council discussed the transfer of the ditches to the LRRWMO and having the City being <br />responsible for maintaining the ditches. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Kurak, to authorize the <br />hiring of John Oliver & Associates for the completion of a feasibility study for the cleaning of <br />County Ditch No. 66 & 3 with a dollar amount not to exceed $8,500. <br /> <br />Further discussion: Councilmember Kurak inquired if a feasibility study was completed on <br />County Ditch #43. City Engineer Olson replied yes. Councilmember Kurak requested a copy of <br />that feasibility study. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Kurak, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />City Council/January 16, 2001 <br /> Page 3 of 9 <br /> <br /> <br />
