was no. Now they are sitting with a Comprehensive Plan including the conditions that the Met
Council stated that they had to meet and now the Met Council is requesting something different.

Councilmember Zimmerman inquired as to how much is it going to cost the City of Ramsey for
the multi-modal station.

Dan Earhardt, Chairman of the Anoka County Board, stated that the cost of the station will be
covered by the North Star Corridor. However, if the City chooses to build a greater design than
what is proposed, then the City would incur those additional costs. Mr. Earhardt gave a brief
history of the express bus.

Councihnember Zimmerman stated that the City had a T.H. #47 project that the City of Ramsey
paid 2.2 million dollars for right-of-way and the County was going to contribute a quarter of a
million. However, after the City purchased the right-of-way, some of the agencies backed out.
He asked how they thought the Councilmembers would feel after that situation.

Dennis Berg, Anoka County Commissioner, replied that the City did receive a quarter of a
million dollars from the County.

Councilmember Zimmerman replied that the City only received the money after they hired a
consultant. He is concerned that the City could end up in same situation if the State were to
withdraw their funding.

Mr. Berg replied that without State funding there would not be a North Star ColTidor.

Councilmember Zimmerman inquired as to what the multi-modal station would cost the City.

Mr. Berg replied that that is part of the Regional Rail Authority which he did not have
information on.

Ms. Steffen explained that the bus line is not the same as the North Star Corridor Station and
would not require the City to put in any funds towards the station.

Councilmember Zimmerman stated that the Met Council wants the City to take on more
population, but does not give the City any funds to improve the local transportation system.

Ms. Steffen replied that she makes that argument all the time as a member o£the Met Council.

Councilmember Hendriksen stated that the first time the commuter rail station was talked about
it was talked about for five to ten acres. During the last discussion with Ms. Steffen, the Met
Council was talking about 100 acres and now, earlier this evening, they were talking about 150
acres. The purpose of the meeting was to come up with some items in principal to preserve a
con'idor and placement of a station with the inclusion of higher density housing.

City Council/January 16, 2001
