Mr. Berg replied that the acreage needed for the North Star Station is five acres.

Ms. Steffen stated that on the issue of acreage the opportunity grant is for a site no larger than
150 acres. The amount the City identified was at least 100 acres.

Mayor Gamec stated that the Highway #10 corridor has been an important issue and a study
group is going to be requesting money for funding and planning. He asked if an unapproved
Comprehensive Plan would impact those funds.

Ms. Steffen replied that those funds could be impacted if the same criteria is followed as was
done for 1-94.

Councilmember Hendriksen stated that the Met Council is saying that they want more than what
was agreed to back in November.

Ms. Steffen replied that she had watched the last City Council meeting and it was stated that
Councilmember Hendriksen would not do the ISTS tracking system and that he did not want to
site the station at this time and expected that CalThorp would be there to assist the City with a
Density Transition Ordinance.

Councilmember Hendriksen replied that he is interested in implementing the law and the Met
Council does not have the authority to impose greater authority.

Mayor Gamec stated that he personally does not have a problem with the ISTS tracking system
and suggested that City Administrator Norman put all of the information together and request an
extension to the January 31,2001 deadline.

Councilmember Hendriksen inquired if the Comprehensive Plan is not approved, what would
happen.

Mr. Cooper replied that the City of Ramsey would be submitted with a letter from the Met
Council informing the City that they must change their Comprehensive Plan on regional issues.
With all other policy situations, the Met Council would continue to work with the City on
negotiating those differences.

Consensus of the Council was to direct staff to draft a letter requesting a 30-day extension to the
January 31, 2001, deadline and place the item on the next Council agenda.

Mr. Berg inquired if the City would be interested in an Express Bus Station.

Councilmember Hendriksen replied that knowing that other things come along with the station
and if it is in an area that negatively impacts the City's commercial area then no, he would not be
in favor of the station, but if it is in a positive area, then yes.

City Council/January 16, 2001
