no personnel stationed at the site. No signs will be posted on the tower or equipment building <br />except applicable warning or equipment information signs. The Planning Commission reviewed <br />the conditional use permit request by American Tower on December 5, 2000. There was no <br />citizen input during the public hearing. At the time of the December Planning Commission <br />meeting, American Tower Corporation was requesting a conditional use permit to construct a <br />self-supporting lattice telecommunication tower. The Planning Commission reviewed the <br />request and recommended approval of the conditional use permit for a telecommunication tower <br />that consisted of a monopole design instead of the proposed lattice tower. Due to the Planning <br />Commissions recommendation, American Tower has revised their conditional use permit <br />application and are now proposing to construct a monopole design telecommunication tower. <br /> <br />Councilmember Anderson stated that it is already the end of January and the water tower is to be <br />completed in July and inquired if timing was still an issue. <br /> <br />Community Development Director Frolik replied that timing is not the only issue with the new <br />water tower. She explained that Verizon will be placing an antenna on the existing water tower <br />along Dysprosium Street and placing the other tower on the new water tower will not cover all of <br />the gaps. <br /> <br />Councihnember Anderson replied that the City is trying to minimize the number of towers in the <br />City. <br /> <br />Jason Hall, American Tower, stated that in order for Verizon to receive ultimate coverage they <br />need a site closer to Highway #10 than the new water tower. <br /> <br />Councilmember Anderson inquired if there was room to co-locate on the existing water tower. <br /> <br />Community Development Director Frolik replied that their is currently one antenna on the <br />existing water tower and she would have to assume that their is room for another antenna. <br /> <br />Councilmember Hendriksen inquired as to what the relationship was between American Tower <br />Corporation and Verizon Wireless. <br /> <br />Mr. Hall replied that American Tower is hired to lease the land, zone the land, operate the tower <br />and then lease space on the tower. <br /> <br />Councilmember Hendriksen replied that if Verizon were to co-locate on the new water tower <br />then American Tower would not make any money. He suggested that the Council speak directly <br />with Verizon Wireless. <br /> <br />Director of Public Works Kapler noted that the new water tower was designed to handle <br />antennas. <br /> <br />City Council/January 23, 2001 <br /> Page 20 of 34 <br /> <br /> <br />
