Mr. Hall explained that antenna sites have to be very specific to avoid gaps in coverage. He also
noted that timing is still an issue and pointed out that the new water tower will not be able to
hold all of the carriers in the area.

Councilmember Hendriksen inquired as to how far away the new water tower was from the
proposed tower site.

Mr. Hall replied one-half mile.

Community Development Director Frolik noted that City Code states that a tower cannot be
constructed within a one mile search radius from an existing tower.

Councilmember Zimmerman inquired as to the height of the new water tower.

Director of Public Works Kapler replied that he did not have that information readily available.

Councilmember Kurak inquired as to how many carriers could co-locate on the tower proposed
by American Tower.

Mr. Hall replied up to four carriers.

Councihnember Anderson stated that timing of the new water tower does not seem to be the
issue because they are claiming that it does not meet their needs.

Mr. Hall replied that timing is one issue, because they could construct their tower by the end of
February.

Councilmember Hendriksen stated that he has to believe that there would be antenna space on
top of the new water tower before they could construct their tower.

Mr. Hall replied that if they have to move the site up one-half mile there would not be coverage
south of Highway #10.

Councilmember Hendriksen replied that he did not see proof of that from the propagation maps
that were presented to the Council.

Councilmember Zimmerman stated that he cannot see having a monopole tower and then having
a water tower one-half mile away with the same capability.

City Administrator Norman recommended tabling action to allow more time for the applicant to
work with staff.

Mayor Gamec recommended that Verizon Wireless be present at the next City Council meeting.

City Council/January 23, 2001
