Mayor Gamec replied that the City is in the process of completing a traffic study again for the
intersection of 142''d Avenue and T.H. #47. The Council is very much in favor of installing a
stop light at the intersection. He encouraged residents to get involved and contact representatives
and put petitions together.

iRandy Mihelkh, Owner of Subway, stated that he agrees that there is a problem with cut through
traffic, but also agrees that if a stop light were installed at the intersection of 142® Avenue and
T.H. #47, the problem would be eliminated. The access into the mall along C.R. #116 is a
problem in the evenings and suggested prohibiting left turns during certain hours. He expressed
concern about putting Hot Stop out of business if the median is extended.

Tanya Peters, Owner of Hometown Pizza, stated that she agreed with the idea of removing the
median in fi'ont of Blue Velvet Car wash along T,H. #47. She explained that if the median is
extended along C.R. #116, her customers will not be able to leave the mall and get back across
the river which will cause her to lose a lot of business.

Len Cuttle, Rivers Bend Plaza, expressed concern that he did not receive a notice of the meeting.
He stated that he would like time to hire traffic consultants to give them an educated opinion on a
reasonable solution to the problem prior to any decision being made.

City Administrator Norman recommended continuing the public hearing,

Julio, owner of Hot Stop, stated that the majority of the accidents have happened between the
hours of 6:00 a.m. to 8:00 a.m. He suggested installing signs that would restricts turns during
certain hours.

Dolores St. Germain, Owner of St. Gern~ain Style, stated that she has worked very hard to build
her business in its location. About 60 percent of her clientele come from Andover and Coon
Rapids; therefore, if the median is extended it will be very difficult for those people to exit her
business.

City Administrator Norman stated that he had also received comments from Dentist Otis Shulte
opposing the extension.

Motion to by Councilmember Anderson, seconded by Councilmember Zimmerman, to continue
the public hearing.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Zimmerman,
Hendriksen and Kurak. Voting No: None.

Councihnember Hendriksen inquired if Blue Velvet Car Wash would be interested in seeing the
City acquire the section of street that is privately owned by them.

City Council/February 13, 2001
Page ~0 of 28
