Mt'. Watson stated that he sees the Council changing the zoning without proper notification. He <br />also expressed concern that there are people on the Council that have influence on certain <br />property. He stated that if there was a situation with the Council sending the Comprehensive <br />Plan down to the Met Council and the person has an opportunity to vote on that action he would <br />request that they abstain. <br /> <br />Mayor Gamec replied that everyone of the Councilmembers owns land in the City of Ramsey. <br /> <br />Mr. Watson replied that the land he is referring to has a proposed land use change and he feels <br />that it is obvious that there is an influence by the Councilmember. He stated that he is <br />disappointed that there is a "chess game" going on without proper notification and proper public <br />hearings to the residents. Mr. Watson referenced the statement in the case which stated "Council <br />provided direction for changes to the Land Use section..." and felt that that is a conflict of <br />interest. <br /> <br />Councilmember Anderson stated that Councilmember Kurak has not been voting on any changes <br />that have been made to the Comprehensive Plan. <br /> <br />City Administrator Norman noted that Councilmember Kurak did not have any influence on the <br />changes that were made to the Land Use map. <br /> <br />Mr. Watson replied that if the Council were to vote this evening on forwarding the <br />Comprehensive Plan to the Met Council then that Councilmember is voting on the zoning <br />changes. <br /> <br />Councilmember Hendriksen explained that the actual sequence of events is that there is a <br />Comprehensive Plan at the Met Council and during the last Council work session he discovered <br />that many of the changes in the most recent draft of the Comprehensive Plan were made without <br />himself or Councilmember Zimmerman being consulted. He stated that either staff made those <br />changes unilaterally or staff was consulted by the three other Councilmembers. <br /> <br />Councilmember Anderson inquired as to what changes Councilmember Hendriksen was referring <br />to. <br /> <br />Councilmember Hendriksen stated that on page b9 the transition zoning had been changed in its <br />entirety, mixed-use was changed from 78 to 291 which would allow for a permitted use that <br />would impact the City's tax revenue. Language was removed pertaining to single family <br />attached housing on page 11, and Page V-17, and from medium density, high density, and urban <br />residential development. In every case, other than high density, the permitted use went up. <br /> <br />Mr. Watson stated that there has been poor communication with the community.
