Case #11: Cousider Submitting Ramsey's Comprehensive Plan to Metropolita~ Council <br /> <br />City Administrator Norman stated that the City has been working on the 2020 Comprehensive <br />Plan for the past four years. The formal plan review began on October 4, 2000. The sixty day <br />review period ended on December 3, 2000, and Metropolitan Council extended the review period <br />for another sixty days, as provided by law. During the Council meeting of January 23, 2001, the <br />City Council authorized staff to request an extension through March 15, 2001, and Metropolitan <br />Council has agreed to the extension. Staff had made changes to the Comprehensive Plan which <br />was submitted in 1999, and amended in the year 2000, to comply with the letter of understanding <br />ratified by the City Council during a regular meeting on November 14, 2000. The changes had <br />been reviewed during a work session with the City Council on January 25, 2001. Council <br />provided direction for changes to the Land Use section and staff made those changes for Council <br />consideration. <br /> <br />Councilmember Zimmerman stated that he was still dissatisfied with the plan. <br /> <br />City Administrator Norman noted the changes that were made and stated that he ~vould like the <br />City Council to forward the Comprehensive Plan onto the Met Council for their review and then <br />continue to work on the Land Use map. <br /> <br />Mayor Gamec inquired if the City could still submit minor changes after the plan is submitted. <br /> <br />City Administrator Norman replied that the Met Council needs to begin reviewing the plan and <br />then if there are minor changes that are made by the City those can be submitted rather than <br />delaying the process. <br /> <br />Eric Watson, 6000 146"' Avenue NW, Ramsey, presented the current land use map of the City of <br />Ramsey, and pointed out some of the changes that he is genuinely concerned about. He inquired <br />as to what kind of notification was given to the residents regarding the changes. <br /> <br />Mayor Gamec explained that the process has been going on for some time, and the City has held <br />several public hearings regarding the issue. <br /> <br />Mr. Watson inquired as to what action was going to be taking place during the meeting regarding <br />the Comprehensive Plan. <br /> <br />Mayor Gamec replied that he could not answer that until the Council discussed the issue further. <br /> <br />Mr. Watson inquired if the Council will be voting to send the Comprehensive Plan to the Met <br />Council. <br /> <br />Mayor Gamec replied that they possibly could be. <br /> <br />City Council/February 13, 2001 <br /> Page ~5 of 28 <br /> <br /> <br />
