Case#10: <br /> <br />Authorize Agreement with Leonard W. Levine & Associates, Inc. for <br />Consulting Services <br /> <br />City Administrator Norman stated that Leonard W. Levine has performed a variety of consulting <br />services to the City since late 1999. Levine's services have primarily been transportation <br />orientated due to his expertise in transportation and his having served as the State Commissioner <br />for the Minnesota Department of Transportation. During the Council work session of January <br />26, 2001, the Council directed the City Administrator to negotiate a transportation agreement <br />with Mr. Levine to represent the City of Ramsey as project manager for the Metropolitan <br />Council's Smart Growth Opportunity Site Grant. On the terms of the controlled arrangements, <br />Mir. Levine will ensure that the development factors such as infrastructure, public facilities, <br />development potential, and transportation implications, are in the best long-range interest to the <br />City of Ramsey. Mr. Levine will be compensated at the rate of $2,000 a month. It is anticipated <br />that Mr. Levine will average twenty hours per month, although it is anticipated that some periods <br />of busy activity could reach approximately forty hours a month. Some months of activity could <br />be much less. Funding for Mr. Levine will be budgeted from the Council's contingency account. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Kurak, to direct the City <br />Administrator to enter into an agreement with Leonard W. Levine & Associates, Inc. for <br />consulting services. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Kurak, Anderson, <br />and Hendriksen. Voting No: None. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to adopt <br />Resolution #01-02-138 transferring $22,000 from the Council Contingency Fund to the budget of <br />Community Development. <br /> <br />Further discussion: Councilmember Hendriksen inquired if there were some projects that the <br />City might be working on that they could use TIF funds. City Administrator Norman replied <br />yes, and stated that he will bring back a recommendation. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen, <br />Anderson, and Kurak.
