City Administrator Norman replied that he was not sure.

Mayor Gamec replied that the platform has to be approximately 320 feet.

Councilmember Hendriksen stated that he thought that the purpose the Council came up with the
agreements with the Met Council was to get planning help, which is not happening. He stated
that there are several questions the City does not know about the North Star Corridor station.

Mayor Gamec replied that they do know the station should be placed somewhere between C.R.
#56 and C.R. #83.

Councihnember Hendriksen stated that there are some members of the Council who do not agree
with the location between Ramsey Boulevard and Armstrong Boulevard.

City Administrator Norman explained that the station could be moved farther west of Ramsey
Boulevard, but there would be a cost to the City to construct a tunnel or overpass.

Councilmember Hendriksen replied that there would be an at grade crossing at Armstrong
Boulevard and he feels that the station should be placed west of Armstrong Boulevard.

Mayor Gamec noted that there will be a station in Elk River and in order for Ramsey to have a
station it has to be a certain distance from the station in Elk River.

Councilmember Hendriksen replied that it is a guideline and when they choose to ignore the
guideline they do because there are two stations proposed in Coon Rapids only a couple miles
apart.

Councilmember Zimmerman inquired as to what an estimated cost would be to construct a
pedestrian overpass.

Mr. Levine replied that an overpass would cost approximately $400,000 to $500,000.

Mayor Gamec stated that the City has the option of running the station if they choose, but he
does not see the City taking on such a project. He anticipates that the platform would be paid for
by whoever runs the station.

City Administrator Norman stated that the majority of the Council disliked the station at Ramsey
Boulevard because of its affect on traffic and for that reason he would also have to disagree with
the station at Armstrong Boulevard. He noted that he does not see the expense of the overpass
being an obstacle to the project.

Councilmember Hendriksen stated that the area on the land use map indicated "mixed use"
should be changed back to "Places to Work" and then the triangular area off Highway #10,

City Council/February 20, 2001
